Two 2024 Act Amended

The House of Representatives has voted to amend and approve the Restated Public Procurement and Concession Act of 2024, forwarding it to the senate for concurrence.

Plenary’s decision Thursday, December 4, during its 14th day sitting of the 3rd Quarter of the 2nd session followed a report from the Joint Committee on Good Governance and Government Reform, and Rules, Order and Administration.

The Act originally submitted by the Executive Branch on November 19, 2025, aims to strengthen public procurement framework and align national practices with evolving global standards.

In its assessment, the Joint Committee spoke of importance of the Act and it significant contribution to governance reform, transparency, and the efficient use of public resources.

The Committee highlighted the inclusion of new provisions governing electronic government procurement (e-GP), a modernization measure designed to make procurement processes more transparent, cost-effective, and efficient.

“This Act is good for our country as we address the challenges of efficient public resource management.”

Following its review, the Joint Committee recommended that the House fully enact the amended and restated Act.

Plenary subsequently voted in favor of the recommendation, and agreed to transmit the bill to the senate for concurrence.
