2025 Public Accounts Receive Clean Audit Opinion

Efforts to strengthen transparency, and accountability in the management of public finances have received a significant boost.

The boost, according to a release, followed an unqualified audit opinion on the government’s Consolidated Fund financial statements for the 2025 fiscal year.

The Auditor General’s report, issued on August 31, concluded that the government’s financial statements for the period January 1 to December 31, 2025, fairly present, in all material respects, the receipts, and payments, as well as the comparison between the approved budget, and actual amounts.

The accounts were prepared in accordance with the International Public Sector Accounting Standards (IPSAS 2017) Cash Basis of Accounting.

The finding is particularly significant as the country continues to pursue reforms to improve public financial management, and ensuring that government resources are subject to stronger systems of control, reporting, and oversight.

An unqualified opinion means the auditors found the financial statements to be fairly presented in accordance with the applicable accounting framework, providing greater assurance to citizens, other users of government financial information.

The audit was conducted in accordance with the International Standards of Supreme Audit Institutions (ISSAIs). In its report, the Auditor General said, the audit team obtained sufficient, and appropriate evidence to provide a basis for its opinion, and confirmed its independence from the Ministry of Finance and Development Planning in conducting the exercise.

The outcome also highlights the work being undertaken within the Ministry of Finance and Development Planning under the leadership of Minister Augustine Kpehe Ngafuan to strengthen fiscal governance, and improve the quality of government financial reporting.

The Ministry has increasingly placed emphasis on sound financial controls, fiscal discipline, and compliance with internationally recognized public-sector accounting practices.

For Liberia, where public confidence in the management of national resources remains closely tied to transparency in government operations, the audit finding provides an important measure of progress. It offers an independently verified indication that the systems used to account for government receipts and payments are producing financial statements that meet the required reporting standards.

The Auditor General’s report, however, also reinforces that financial accountability is an ongoing responsibility. Government management remains responsible for maintaining appropriate internal controls, and ensuring that financial statements are prepared, and presented fairly, and remain free from material misstatements arising from fraud, or error.

The 2025 audit result therefore represents more than an annual accounting exercise. It forms part of effort to build credible public institutions, strengthen fiscal governance and ensure that national resources are managed in a manner that supports the country’s development priorities.

As Liberia advances its public financial management reforms, the latest audit opinion provides a positive signal of progress while underscoring the importance of sustaining the reforms, systems and institutional practices that promote transparency, accountability and responsible management of public resources.
