TM Operations To Be Halted?

The Leadership of the House of Representatives has officially endorsed recommendations from its Joint Committee on Investment and Concession and Transport. The recommendations called on the Executive Branch to halt all operations of the controversial Liberia Traffic Management (LTM) until a “comprehensive investigation and review of the concession agreement is completed.”

The decision, according to a release, was reached during the House Leadership meeting held on Monday, August 4, 2025. It comes amid growing public concern surrounding the legal and operational status of LTM’s engagement with the government.

The joint committee report recommends for immediate actions that the suspension of LTM operations should remain pending until a full-scale legislative investigation; the Liberia National Police (LNP), through the office of the Inspector General, is to collaborate with the Ministry of Transport to enforce all motor vehicle and traffic laws in accordance with existing statutes; the Ministry of Transport is to continue with its statutory functions, including the registration of motor vehicles and the issuance of driver’s licenses, without interference from LTM.

The joint committee further recommended parts of the agreement consummated with the LTM company; specifically, the vehicle registrations, driver’s license and license plates issuances pending a full-scale investigation and review of the concession agreement.

In the communication to the President, “Your Excellency, this kind request of temporarily suspending the above mentioned

portions of LTM’s Concession Agreement, is prompted by a report of the House’s

Joint Committee on Transport and Investment and Concessions, that was mandated to investigate petitions received from cross-sections of the transport sector and aggrieved employees of the Transport Ministry that was deliberated and endorsed by the leadership.”

In line with these recommendations, the leadership of the House has formally communicated with the Executive Branch, urging full adherence to the joint committee’s report in the interest of public accountability, legal clarity, and the welfare of the Liberian people.

This legislative action underscores the House’s commitment to transparency, due process, and responsible oversight in all concession arrangements undertaken by the government.
