LRA Expands Digital Performance M’ment
The Liberia Revenue Authority (LRA) has expanded its Automated Performance Management System (APMS) refresher training and Employee Spotlight Bulletin initiative to seven additional counties.
The exercise, according to a release, has reinforced a culture of accountability, excellence, and continuous professional development across the institution.
It is part of LRA’s ongoing efforts to build a high-performing, and digitally enabled workforce.
The second phase of the nationwide initiative, spearheaded by the Human Resources Division, is being implemented in Grand Bassa, River Cess, Sinoe, River Gee, Maryland, Grand Kru, and Grand Gedeh counties.
It aims to strengthen employees’ capacity to effectively utilize the Authority’s web-based Automated Performance Management System while promoting staff recognition through the Employee Spotlight Bulletin.
The APMS serves as the LRA’s digital performance management platform, enabling employees, and supervisors to develop work plans, establish and monitor Key Performance Indicators (KPIs), conduct performance reviews, and complete performance evaluations electronically.
By digitizing the performance management process, the system promotes transparency, accountability, efficiency, and results-based management throughout the Authority.
The Employee Spotlight Bulletin has complemented the technical training as an internal recognition initiative that celebrates employees, who demonstrate exceptional performance, innovation, professionalism, teamwork, and commitment to the LRA’s core values. The bulletin is designed to be used to highlight top-performing employees, encourage healthy competition, and reinforce a performance-driven organizational culture.
Acting Performance Management Unit Manager, Emmanuel Kartoe, who spoke about the system in Buchanan, Grand Bassa County, described the refresher training as an investment in the LRA’s most valuable asset, its people.
He explained how equipping employees with the knowledge, and skills are essential to effectively use the APMS, and strengthen individual and departmental performance, support evidence-based decision-making, and contribute to the successful implementation of the LRA Corporate Strategic Plan (2025–2029).
“The APMS is a key tool for driving accountability and measuring results. When employees clearly understand their performance expectations and are recognized for outstanding contributions, the entire institution benefits through improved productivity, stronger teamwork, and better service delivery.”
On behalf of participants, Martor Zubah, Senior Collector at the Buchanan Tax Business Office, described the initiative as a strategic investment in professional development and institutional effectiveness.
LRA Commissioner General, James Dorbor Jallah, has meanwhile, reaffirmed management’s full support for the Automated Performance Management System (APMS).
Jallah announced that the system will serve as a key tool for recognizing and rewarding top-performing employees across LRA.
The expansion of the APMS refresher training and Employee Spotlight Bulletin reflects the Authority’s broader institutional transformation agenda, which places strong emphasis on digital innovation, continuous learning, employee engagement, and organizational excellence.
By investing in modern performance management systems, and recognizing outstanding contributions, the Authority is strengthening its capacity to deliver efficient, transparent, and citizen-focused tax and customs administration.
As the program continues to roll out nationwide, the LRA remains committed to develop a motivated, high-performing workforce capable of supporting domestic revenue mobilization and advancing economic development through improved public service delivery.
