With the challenges people faced when ending a long- lasting love relationship without any benefits, Maryland County District #2 Representative, Anthony F. Williams, has submitted a legal framework seeking to establish and address disputes arising from broken engagements, the exchange of gifts, financial losses, fraud, coercion, and exploitation.

The proposed legislation, submitted on October 28, 2026, also proposes voluntary registration of engagements and provisions to protect the right of every person to freely give or withdraw consent to marriage.

It further outlines measures for addressing certain financial obligations and losses associated with the breakdown of an intended marriage.

According to the proposal, those measures outline are intended to promote fairness and accountability while safeguarding personal liberty, human dignity, and the voluntary nature of marriage.

Following the reading of the communication, the House of Representatives mandated its Joint Committee on Judiciary, Gender, and Internal Affairs to review the proposed bill seeking to regulate marriage engagements and protect the rights of intended spouses.

At the same time, the Joint Committee was mandated to report to the Plenary within two weeks for  further legislative consideration.
