Damning GAC Audit Findings Prick Nimba Caucus

The Nimba County Legislative Caucus has intensified calls for accountability and transparency in the management of public resources.
The Caucus has urged the Liberia Anti-Corruption Commission (LACC) to immediately investigate and prosecute individuals implicated in a troubling audit report released by the General Auditing Commission (GAC).
The move followed the publication of a compliance audit examining the utilization of Nimba County’s County Development Fund (CDF) and County Social Development Fund (CSDF), which reportedly uncovered widespread financial irregularities, non-compliance with public financial laws, and the alleged misuse of funds intended for development projects and social services across the county.
During a meeting held on the grounds of the Capitol Building on June 10, 2026, members of the Nimba County Legislative Caucus unanimously adopted a resolution expressing deep concern over the audit’s findings.
The Caucus subsequently transmitted a formal communication to the LACC, requesting an immediate and comprehensive investigation into all issues highlighted by the GAC report.
The lawmakers commended the General Auditing Commission for what they described as its professional and independent conduct throughout the audit process.
They noted that the report represents an important step toward strengthening financial accountability and ensuring that public funds are managed in accordance with Liberian laws and regulations.
However, the Caucus expressed profound disappointment over what it characterized as wanton violations of the Public Financial Management (PFM) Act, procurement regulations, and other established financial procedures.
The lawmakers said the audit findings raise serious concerns about the management of resources earmarked for the development and welfare of Nimba County residents.
According to the resolution, the Caucus has called on the LACC and other anti-fraud institutions to thoroughly investigate all cases of non-compliance, questionable transactions, and suspected acts of corruption identified in the audit report.
The lawmakers stressed that no individual should be shielded from scrutiny if evidence suggests anyone’s involvement in financial misconduct.
The Caucus further called upon current and former county officials, signatories to county accounts, members of the erstwhile Project Management Committee (PMC), and all other stakeholders named or implicated in the report to fully cooperate with investigators.
The lawmakers argued that transparency and cooperation are essential to restoring public confidence in the management of county resources.
In its formal letter addressed to LACC Chairperson, Cllr. Alexandra K. Zoe, the Caucus emphasized the need for swift action, requesting that investigators examine all detrimental compliance issues and financial transactions highlighted in the GAC report.
The lawmakers also urged the anti-corruption body to ensure that any person found to have probable cause for corruption, economic sabotage, theft of public funds, or willful violation of the PFM Act be prosecuted to the fullest extent of Liberian law.
The Caucus pledged its full support to investigative authorities, including the provision of relevant documents, records, and testimony that may assist in achieving a thorough and conclusive investigation.
“The people of Nimba County demand accountability,” the Caucus declared in its communication to the LACC, adding that citizens deserve answers regarding how public funds were managed and whether resources intended for development were diverted or misused.
The statement reflects growing public concern over governance and accountability in the administration of county funds, particularly at a time when communities continue to demand improved infrastructure, education, healthcare, and other essential services.
Observers have said the audit findings could have far-reaching implications for local governance in Nimba County and may serve as a critical test of Liberia’s commitment to combating corruption and strengthening financial oversight mechanisms.
The Caucus maintained that accountability is not only necessary for addressing past violations but also for preventing future abuses and ensuring that development funds directly benefit the people they are intended to serve.
As pressure mounts for action, attention seems to now be focused on the LACC and other relevant institutions to determine whether the audit’s findings will lead to criminal investigations, prosecutions, and possible recovery of misappropriated public funds.
