Flomo Introduces Impeachment Bill
Nimba County Electoral District #2 Representative, Nyahn Garsaye Flomo of Nimba County Electoral District #2, has submitted a piece of legislation on impeachment to the House of Representatives.
The Bill aimed to establish a clear and comprehensive legal framework for impeachment.
The proposed law, titled: “The Impeachment Procedure Act of 2025,” was formally laid before the House Plenary earlier this week. Flomo told reporters that the Bill seeks to fulfill a long-standing constitutional mandate outlined in Article 43 of the 1986 Constitution.
He added: “Despite the Constitution’s clear instruction for the Legislature to create laws governing impeachment proceedings, no such framework has been enacted since the 1980s. As a result, several impeachment actions over the years have been held without a standardized legal guide.”
Rep. Flomo recalled how during a legislative retreat in Farmington last year, the Governance Commission spoke of the urgent need for an impeachment framework to avoid procedural inconsistencies and legal complications.
Rep. Flomo said, past impeachment proceedings were often challenged due to the absence of a proper law citing the controversial impeachment of a former auditor general, whose case was later overturned at the ECOWAS Court, partly because there was no comprehensive legal structure in place.
Flomo described the Bill as “a step-by-step guide” outlining how impeachment can be initiated, investigated, tried, and publicly reported.
He said the proposed act protects the rights of the accused and requires transparency throughout the process.
“We hope our colleagues will join us to enact this Bill. It strengthens our democracy, promotes accountability, and ensures that public officials whether elected leaders, or judges, are not above the law.”
Rep. Flomo expressed confidence that if the House passes the Bill, and sends it to the Senate, the senators will “critically review and concur,” given its constitutional relevance.
He said establishing a clear impeachment framework is essential for good governance, and Liberia’s commitment to human rights standards signed onto both in Africa and globally.
