Assignment Title: Consultancy Services for Monitoring/Supervision for Cote D’Ivoire Border
to Toe Town to Zwedru section of the corridor (85 km)

- The Government of Liberia has applied for additional financing from the World Bank toward the cost of the Rural Economic Transformation Project (RETRAP) and intends to apply part of the proceeds for Consulting Services.
- The Consulting Services (“the Services”) include the Monitoring/Supervision of all activities under the Rehabilitation Works and Services to be carried out on the Cote D’Ivoire Border to Toe Town to Zwedru Road Section of the Southeastern Corridor of Liberia under Design Build and Transfer (DBT) Contract. The delivery/ construction period for the Rehabilitation works is 48 months and a Defects Liability Period of 12 months. The detailed Terms of Reference is available on the website given below. The services will include but not limited to:
- Monitoring the fulfillment of the Contract requirements based on the schedules programmed prepared and presented by the Contractor/Contracting Entity which have been approved by the Client/IIU-MPW.
- Overall monitoring of road rehabilitation by the Contractor/Contracting Entity, based on achieving and maintaining the required and designed levels of service.
- Overall monitoring of fulfillment of all levels of service for bridges during rehabilitation
- Evaluation of the quality and residual life of road pavement, designed and constructed by the Contractor/Contracting Entity.
- Evaluation and recommendation for approval of all designs proposed by the Contracting Entity/ Contractor.
- Evaluation and monitoring of the fulfillment of the Environmental Impact Assessment and Social Impact Assessment by the Contractor/Contracting Entity.
- Managing the Quality Assurance of the roads and bridges and monitoring the quality control of the Contractor/Contracting Entity.
- Monitoring, overall supervision and recommendation for approval of Data Collection Reports submitted by the Contractor/Contracting Entity.
- Review of all technical documentation required for payment and recommendations for approvals of the Periodic Payment billing presented by the Contracting Entity.
- Review and monitor the process leading to the creation and updating of the asset database using technology acceptable to the Client/IIU-MPW.
- The Infrastructure Implementation Unit of the Ministry of Public Works now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are a) Core Business and Years in Business, b) Technical Managerial Organization of the Firm c) Experience in Similar Assignments d) Experience in Similar Condition.
Key Expert will not be evaluated at the shortlisting stage.
- The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Goods, Works, non-Consulting and Consulting services dated July 2016, revised November 2017, August 2018, November 2020, and July 2023 (“Procurement Regulations for IPF Borrowers”), setting forth the World Bank’s policy on Conflict of Interest.
- Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected in accordance with the Consultants Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
