Government and the International Fund for Agricultural Development (IFAD) have launched the 2026 Portfolia Supervision Mission.
The Mission, which was launched on Tuesday, September 22, will run up to 9 October.
The joint exercise will cover IFAD’s supported Tree Crop Extension Project Phase Two (TCEP-II), Building Climate Resilience in the Rice, and Cocoa sector Project (BCRP), Smallholder Agriculture Transformation Agribusiness Revitalization Project (STAR –P), and Scaling–Up Agroecology Approaches under the ILSA Project.
IFAD’s Country Director and Representative for Liberia, Marcelin Norvilus, will lead a team of agriculture experts, and technicians alongside Projects Lead persons from the Ministry of Agriculture.
Also, representatives of the government Project Implementing Unit (PIU), including the ministries of Agriculture, Finance and Development Planning, Public works, Environmental Protection Agency, Liberia Agriculture Commodity Regulatory Agency, and the Cooperative Development Agency will form art of the Mission.
Agriculture Minister J. Alexander Nuetah, thanked Marcelin Norvilus, and called for a great working relationship. Nuetah described IFAD as Liberia most critical partners with a great footprint on the agriculture sector, especially in the area of rural infrastructure development.
“One of the landmark projects that IFAD implemented is the Seed Garden project, which Liberia is proud of it. We want to assure you that the government will fully work with you to ensure that your mission is successful.” Mr. Norvilus spoke of IFAD’s commitment to support Liberia development agenda. He said, the overall portfolio performance of Liberia remains very strong.
The Supervision Mission will assess the status of implementation of the projects following the last Supervision, and Implementation Support Mission, review the projects overall progress in physical, and financial implementation of the 2026 Annual Work Plan, and Budget (AWPB), and assess the status of implementation of the recommendations, and agreed actions from past missions, and aide memoires.
The joint Portfolia Supervision Mission will assess the projects’ approaches, and strategies, refocus, and streamline priorities to ensure achievement of the project’s objectives, assess actual, potential, or emerging operational problems, and challenges and propose remedial measures.
Overall, the mission will assess the coherence, complementarities, and strategic alignment among TCEP –II, BCRP, STAR-P, and ISLA, the proposed Scale–Up readiness for TCEP–II and IFAD’s country program.
