Ngafuan Discusses 2nd MCC Compact
Finance and Development Planning (MFDP) Minister Augustine Kpehe Ngafuan, on Monday, September 28, held high-level discussions with senior officials of the Millennium Challenge Corporation (MCC).
The discussions were held at MCC’s headquarters in Washington D.C., focusing on the progress of Liberia Second Compact development process.
Acting Deputy Vice President for Africa, Madam Alice Robinson-Morgan, Acting Managing Director for Africa, Ms. Carrie Monahan, MCC Country Director for Liberia, Kelvin George, and Alieu Fuad Nyei, National Coordinator for the Liberia Compact Development Team (LCDT) attended the meeting.
Ngafuan reaffirmed government’s full support for the accelerated development of the Second Compact. He informed the MCC leadership that significant progress has been made in transitioning the Compact development process into the Joint Design Phase, during which the Liberia Compact Development Team (LCDT), and MCC have worked collaboratively to develop, and refined project proposals for consideration under the Second Compact.
Ngafuan spoke of government’s commitment to create the policy, and regulatory conditions necessary to attract greater private-sector participation in the electricity sector, particularly in power generation and distribution.
He underscored the need for government to do everything necessary to accelerate the development, and approval of the Second Compact.
He said, all efforts to fast-track the process will receive the full support of the government.
Madam Robinson-Morgan, according to a dispatch, commended the government for the pace at which the Compact development process has advanced.
She expressed optimism that the Joint Design Phase could be completed by May 2027, followed by consideration, and approval of the Compact by the MCC Board in September 2027.
Madam Robinson-Morgan further expressed the confidence of welcoming a Liberian delegation to Washington D.C., in December 2027 for the official signing of the Second Comact with the MCC, subject to the completion of all required processes and approvals.
She also commended the Liberia’s Compact Development Team under the leadership of Alieu Fuad Nyei, recognizing the team’s efforts, and leadership in advancing the Compact development process. The Liberian government, Ngafuan said, remains committed to work closely with MCC, and all relevant stakeholders to ensure that the Second Compact delivers transformative investments, and reforms that support sustainable economic growth, improved electricity access and reliability, private-sector investment, and inclusive development.
