HIV/AIDS: AFL HOLDS TWO-DAY WORKSHOP

The Military HIV/AIDS Sustainability Index and Dashboard (MILSID) held a 2-day workshop in the Conference Room of Headquarters, Armed Forces of Liberia, from 20-21 Nov 24. This workshop is a template-completion workshop aimed at reviewing completed templates, discussing the findings, and identifying priorities. MILSID is a tool completed annually by Department of HIV/AIDS Prevention Program (DHAPP) Teams, Military Partners and Ministry of Health Stakeholders to sharpen the understanding of each country’s sustainability landscape and to assist in making informed HIV/AIDS investment decisions.  Prior to the workshop, each institution received a soft copy version of the tool to prepare for participation. The MILSID assesses the current state of sustainability of National HIV/AIDS responses across 13 critical elements based on responses to 63 questions which are placed in four (4) domain tabs: 1. Leadership and Accountability 2. Military Health System & System Delivery 3. Strategic Investment, Efficiency & Sustainable Financing and 4. Strategic Information. Scores for these 13 critical elements are displayed on a color-coded dashboard together with contextual charts and pieces of information.

During the 2-day workshop, the AFL/MoD, through the AFL’s Medical Command, invited participants from the National AIDS Commission (NAC), National AIDs and STIs Control Program (NACP), PLHIV Organizations (LIBNET+ and Liberia Women Empowerment Network (LIWEN). Implementing members of the AFL and the Ministry of Defense Financial Teams were also part of the Template Completion Workshop. Following opening formalities by the Deputy Chief of Staff, Colonel Theophilus A Dana, and the DHAPP Program Manager, Mrs. Samretta Carr Caldwell, participants began to discuss and complete the MILSID Questionnaires based on available data and information gathered.  The full group reconvened on day two (2), Thursday, 21 November 24. They then reviewed and completed the templates, discussed the findings, and identified their priorities. Completing the MILSID overtime allows stakeholders to track progress and gaps across the key components of sustainability.
