GROL Wants LTA Audited

The Green Revolution of Liberia (GROL), has called on the General Auditing Commission (GAC) to conduct a comprehensive, forensic and compliance audit of the Liberia Telecommunications Authority (LTA).

The entity made similar demand on the Anti-Corruption Commission (LACC).

GROL wants the suggested joint forensic and compliance audit of the LTA to cover the period from January 2024, to September 2026.

On August 5 this year, GROL filed a Freedom of Information (FOI) request to the LTA Acting Chairman Clarence Massaquoi.

They requested the GAC, and LACC reports on Telecom International Alliance (TIA), PPCC opinions, original 2018 TIA Agreements, all amendments, ratification, de-ratification records, EO NO. 154, and procurement documents for Numbase/LLC/NUMTEL JV.

GROL said to date, no full disclosure has been made, and public statements that revenue will only be reported to the president have heightened public concern.

The group is meanwhile, requesting for the audit to cover Revenue Accountability (January 2024 to September 2026), that include monthly gross collections (Traffic Monitoring 9%) and regulatory fees (mobile money).

The investigation is expected to unearthed monthly remittance to government consolidated fund, Reconciliation of UBA transitory accounts (USD/LRD), status of $3,859,662.18 unremitted plus $2,943,010.33 variance from 2023 audit, and TIA receiving $15.49 million in 2023, $2.33 million Traffic plus $13.16 million regulatory fee.

The audit also seeks to cover the Procurement of Successor Entity; full due diligence on NUMBASE LLC BUMTEL JV, Method, biding docs, evaluation, PPCC approval, board resolutions, contracts, financial terms (60/40) beneficial ownership, technical capacity and registration.

Legal compliance, as well as Transparency and Controls Monthly validation reports and CDRs, training of LTA staff, evidence of value-for-money were also highlighted.

The group has attached urgency to the audit, given Liberia’s $1 billion domestic revenue milestone, couple with national security implication, as finds from the investigation must be made public as per the GAC Act of 2024, and LACC Act.
