The Kingdom of Morocco has strengthened military cooperation under a structured defense partnership to enhance the operational capacity of the Armed Forces of Liberia (AFL).

The partnership is to also improve national security, and expand collaboration in military training, logistics, maritime security, and healthcare for AFL personnel.

Established through a defense cooperation agreement signed in Rabat on October 21, 2025, the partnership has moved to practical implementation, with recent developments highlighting Morocco’s support to modernize Liberia military.

The agreement was signed by Moroccan officials and Liberia former Minister of National Defense, Géraldine Janet George. It establishes a framework for sustained military engagement between the two countries.

It provides a basis for cooperation across several areas of defense, and security, with an emphasis on strengthening institutional capacity, and improving AFL’s operational readiness.

To coordinate the implementation of the agreement, both countries established a joint military commission tasked with overseeing cooperation, aligning strategic priorities, and monitoring progress on agreed initiatives.

The commission is to hold alternating meetings in Rabat and Monrovia to maintain regular engagement, and ensure the effective implementation of bilateral commitments.

A major step toward operationalizing the partnership came in September, 2026, when AFL Chief of Staff, Major General Davidson Fayiah Forleh, visited Morocco for high-level discussions with Moroccan military authorities, including General Mohammed Berrid.

The talks, according to a release, focused on translating the defense framework into practical programs, and strengthen coordination between the two-armed forces.

Recent developments have also highlighted Morocco’s logistical support to Liberia. Military vehicles, supplies, and command vehicles were delivered through C-130 cargo flights that arrived at Roberts International Airport on October 19.

The deliveries contributed to AFL’s logistical capacity, and support its operational requirements.

Beyond equipment and supplies, the partnership includes assistance to establish a military air wing for Liberia.

The proposed cooperation involves training pilots, and technical personnel, develop aviation-related expertise, and strengthen AFL capacity to support military operations.
