Ex Police Commissioner In US$88K ‘Fraud’
Saymor K. Mulbah, former Liberia National Police Deputy Commissioner for Training and Manpower Development, has been charged with theft of property by deception and criminal conspiracy.
Mulbah’s charge became known after police accused him of collecting US$88,000 in cash, and goods from a Lebanese businessman through a fake procurement arrangement.
According to a September 29, police charge sheet, businessman Khalil Ibrahim Fawaz, allegedly gave Mulbah the money between November 2025, and June 2026, after promising to secure contracts for Fawaz to supply food, feeding materials, and security training equipment to LNP Training Academy in Paynesville, outside Monrovia.
Police said, Mulbah used a WhatsApp account bearing his photograph, and the title: “A2 Project Officer” to convince Fawaz that he was authorized to handle the purported project.
Investigators further alleged that Mulbah falsely represented that the contract would be funded by a United Nations development donor program, and sent Fawaz what he portrayed as a donor communication.
The police say, much of the money was transferred to two mobile-money numbers: 0888108822 and 0777046513, which investigators say, were registered to Mulbah, while some payments were delivered in cash.
Police also alleged that Mulbah introduced one Lomax Geelor, whom he presented as a UNDP representative responsible for processing the contract.
Police is yet to trace the whereabout of Geelor, and if necessary, to arrest him.
The investigation identified several mobile-money bureau operators, and other witnesses, who confirmed transactions involving the two numbers. Police say, statements obtained from Lonestar and Orange also corroborated portions of the money trail.
Mulbah was arrested on Saturday, September 26, after previously being invited by police in August. Investigators say, he had claimed at the time that he was receiving treatment at a hospital in Bopolu, and would report when his health improved.
The charge sheet also alleged that Mulbah had previously been dismissed from the police following an investigation by the Professional Standards Division, which found him liable for misconduct and criminality.
Police have charged Geelor in absentia with impersonating as an official, and theft of property by deception.
The allegations remain subject to judicial determination, and Mulbah is currently before the Monrovia City Court, presumed innocent unless proven guilty by a court of competent jurisdiction.
