Police Clears H/Rights Commissioner Of Sexual Assault, Harassment
After several months of investigation, the Liberia National Police (LNP) through the Women and Children Protection Section (WACPS) has cleared Mohammed El-dust Fahnbulleh, a Commissioner at the Independent National Commission on Human Rights (INCHR). It can be recalled that on the 16th of January 2023, the Women and Children Protection Section (WACPS), received a communication from the Independent National Commission on Human Rights (INCHR) through the office of the Sexual and Gender Base Violence Crimes Unit (SGBVU), Ministry of Justice, Cllr. Isaac L. George (Director). The communication states that, an allegation of Sexual Harassment involving two of the employees of INCHR, in which Madam Beatrice M. Wesseh complained against Commissioner Mohammed Fahnbulleh. According to the complainant, suspect Mohammed Fahnbulleh has repeatedly engaged into an act of soliciting sexual intercourse with her from the moment he first sets eyes on her at their job site. She furthered that suspect Fahnbulleh has always requested her to meet him at his office to have sexual intercourse with her and that he told her that he wouldn’t take her out to have sex with her to avoid people seeing her with him, he would it do in his office. The complainant also alleged that she and other colleagues of the institution, attended their inaugural ball on June 9, 2022 at the Liberian Girls Grill Entertainment Center, 72nd Boulevard and while she was on stage dancing, suspect Fahnbulleh came from her back, held her buttocks, squeezed her breast and blew smoke of a cigar into her face which resulted to her coughing due to her asthmatic status. The communication from the INCHR was accompanied with a comprehensive report from an internal investigation conducted by members of the Commission. However, upon the complaint filed, officers of the WACPS investigated and established that there is no strong corroboration of statements towards the alteration of touching the complainant’s butt and breast by suspect Fahnbullah. According to the police clearance, a copy which is in the possession of this paper, there was absolutely no corroboration of harassment being perpetrated by the suspect against the complainant at their workplace (INCHR) or outside. The investigation by WACPs also established that the the call log obtained from Orange GSM Company established that there was absolutely no call from suspect Mohammed Fahnbulleh’s to complainant Beatrice M. Wesseh and vice versa. “The investigators COULD NOT reach to one of the relevant witnesses, Kanu Kpawan due to her unavailability as claimed by the complainant that the witness travelled out of the country and she was unreachable. She is one of the two waitresses the complainant spoke about who had text messages from suspect Fahnbulleh approaching her for sex,” said the report. “Another relevant witness, Roseline Billy who declined to speak to the WACPS investigators, is the second witness the complainant asserted of having text messages from the suspect in which he approached her for sex.” “The investigators were unable to access the crime scene due to the permanent shut down of the business center (Liberian Girl Grill Entertainment) where the Worker Union had the Inaugural Ball. As every entry point of said center was locked.” Also, the report points out that the investigators DID NOT receive the call log requested for from the Lone Star GSM Company on ground that it COULD NOT provide data covering the period requested by the investigators. “Meanwhile, the has resolved that there was absolutely NO element established amounting to probable cause which shall link suspect Mohammed Fahnbulleh to the commission of the crime Sexual Assault/Harassment as alleged/claimed by complainant Beatrice M. Wesseh, as provided by Chapter 14: Subchapter D, Sections 14.77 and 14.28 respectively of the Penal Code of the Republic of Liberia. In view thereof, suspect Fahnbulleh was exonerated or cleared of the crime of Sexual Assault/Harassment against him.” “Hence, we have issued the MR. MOHAMMED FAHNBULLEH this Police confirmation Clearance for future reference,” the police noted.
