The National Fisheries and Aquaculture Authority (NaFAA) has undergone government’s mid-year Performance Management, and Compliance System (PMCS) Review.
By that the Authority assessed progress under the 2026 Performance Contract with President Joseph Nyuma Boakai.
The day-long review, conducted by the Ministry of State for Presidential Affairs, Cabinet Office, and headed by Nicole B.W, Harijgens, brought together NaFAA Director General, J. Cyrus Saygbe, Sr. and the Authority’s Senior Management Team.
The team, according to a release, evaluated performance from January 1 to June 30, 2026.
NaFAA’s performance is being assessed against four key deliverables, including achieving 100 percent implementation of priority Service Delivery Charter (SDC) standards, and establishing a client feedback mechanism; mobilizing at least US$50,000 in new resources; reducing avoidance of artisanal fishing license fee payments from 60 percent to 30 percent by November 202, and delivering five capacity-building trainings for at least 20 staff under NaFAA’s Capacity Development Plan.
NaFAA, during the review, presented significant progress, including the launch of its 10-Year Fisheries Strategy, Fisheries Investment Plan, and Public-Private Partnership Strategy.
The Authority also reported the issuance of 1,575 permits, licenses, and authorizations through its Fisheries Information Management System (FIMS) and the mobilization of more than US$25.5 million in external financing and development support, including US$25 million from the European Union for the Strengthening Artisanal Fisheries (SAFish) Project and US$500,000 from Oceans5 for legal and regulatory modernization.
The review also assessed NaFAA’s progress in digital transformation, revenue administration, institutional efficiency, service delivery, fisheries governance, and stakeholder engagement, while identifying areas requiring additional attention during the second half of the year.
A provisional performance assessment was established following the review and remains subject to independent verification by the PMCS Technical Working Group.
The exercise provides NaFAA with an important opportunity to strengthen implementation of its Performance Contract commitments and ensure that its institutional performance contributes to the Government’s ARREST Agenda for Inclusive Development.
