A legal drama involving former Finance Minister, Samuel Tweah, former Acting Minister of Justice Cllr Nyenti Tuan, former Director General of the Financial intelligence Agency (FIA), Stanley S. Ford, former Comptroller of the Financial intelligence Agency, D. Moses P. Cooper and former National Security Advisor Jefferson Karmo, US$8 million property valuation bond on Wednesday showed how disappointed the government’s lawyers were with Judge A. Blamo Dixon of Criminal Court ‘C”. Judge Dixon said article 21 D1 states that all accused persons shall be bailable upon their personal recognizance or by sufficient sureties, depending upon the gravity of the charge, unless charged for capital offenses or grave offenses and as defined by law. The Judge indicated that excessive bail shall not be required, nor excessive fines imposed, nor excessive punishment inflicted. Adding that no person charged, arrested, restricted, detained or otherwise held in confinement. Judge Dixon furthered said the defendants are high profile people especially during former President George M. Weah’s government, so they should be treated with respect. Judge Dixon furthered that the criminal appearance bonds of Tweah, Tuan, Ford, Cooper, and Karmo, are hereby allowed and they should not go back to jail. Criminal Court “C” Judge Dixon gave the Prosecution seventy-two (72 hrs), to disclose all evidence to the defense lawyers for a speedy trial. He furthered indicated that Chapter 13 of the Criminal Procedure Law of Liberia covers the topic of bail, including right to bail which says ‘anyone charged with a non-capital offense is entitled to bail, unless there is evidence or presumption of guilt.’ The Judge noted that the conditions of bail, a person released on bail cannot leave Liberia without permission and the court can set the amount of bail. The Judge said the bond must be guaranteed by sureties and deposited with the clerk of the Circuit Court, noting that the bond must also require the defendant to keep the peace for six months. Hence, this Writ of Arrest contrary to the form and effect of the statutory laws of Liberia in such cases made and provided against the peace and dignity of this Republic. Meanwhile, the former government officials have spent two nights in south beach since they were charged with Economic Sabotage, Illegal Disbursement, Expenditure of Public Money, Theft of Property, Criminal Facilitation and Criminal Conspiracy. According to the Monrovia City Court Writ issued, the former government officials were jailed based upon the oath and complaints by the Republic of Liberia by and thru the Ministry of Justice and the Liberia Anti-Corruption Commission (LACC).
The Writ of Arrest says that an elaborate scheme and conspiracy to defraud the Government of Liberia, in July 2023, Defendants conspired with Co-Defendant Stanley S. Ford, and made him a member of the National Security Council of Liberia, in total violation and contravention of the National Security Act of Liberia.
