The House of Representatives has mandated its Joint Committee on Labor, National Securit and Judiciary to probe allegations of “unfair labor practices” involving AFCON.

Afcon is an outsourced company operating under ArcelorMittal Liberia in Nimba County.

The House decision followed communications from Nyan G. Flomo, and Nehker E. Gaye, Representatives of Nimba County Electoral Districts #2 and #3, respectively.

The lawmakers called Plenary’s attention to an “urgent public concern” regarding AFCON’s labor practices. According to the communication, allegations of “unfair and unfavorable labor practices” by AFCON led to a public demonstration by aggrieved workers on Wednesday, February 18, 2025.  The situation reportedly escalated and required the intervention of the Liberia National Police to restore calm and order.

The two lawmakers are representing the affected districts. They expressed deep concern for the welfare of their constituents, the protection of workers’ rights, and the maintenance of peace and stability in their communities.

While acknowledging the importance of industrial operations to national development and local employment, the two lawmakers said, all concession-related activities must strictly comply with the labor laws and regulations. In view of the situation, Plenary has requested the Ministry of Labor to provide a comprehensive report to the House detailing: The nature of the allegations against AFCON; findings from any investigation conducted or currently underway; the company’s compliance status with labor laws and regulations, and The circumstances surrounding the workers’ demonstration and subsequent police intervention. The House further requested the Ministry to inform Plenary of immediate and long-term mitigation measures taken or proposed to: address the grievances of the affected workers; prevent further escalation of tensions and ensure sustainable and lawful labor practices within the concession area.

Additionally, the Ministry of Labor is expected to outline steps being taken to strengthen monitoring and enforcement mechanisms to prevent similar occurrences in the future.

The Ministry has been asked to appear before the appropriate committee or full Plenary within a reasonable timeframe to provide clarity and assurance to the Legislature and the people of Nimba County.

The House of Representatives reaffirms that the preservation of industrial harmony, respect for workers’ rights, and maintenance of public order are matters of national importance, and urges prompt action to address the concerns raised.
