To Modernize NLA’s Online Licensing:

Seven Blue Liberia Gets Greenlight

National Lottery Authority (NLA) has officially announced a strategic partnership with Seven Blue Liberia Limited.

The news is to deploy an advanced end-to-end online licensing and regulatory management system.

The development is to transform the gaming and lottery sector.

The comprehensive strategic partnership agreement, officially signed on April 2, 2026, was formally presented to Seven Blue Liberia Limited during a ceremony held on Monday, May 11, 2026, at the Office of NLA’s Board Chairman on Capitol Hill, Monrovia.

The milestone event, according to a release, marks another step in the Authority’s ongoing institutional reform agenda.

The agenda focuses on transparency, accountability, operational efficiency, and digital modernization.

Strengthening Regulatory Oversight Through Technology

NLA Director General, Peter L. Solo, described the partnership as a major milestone in the Authority’s efforts to strengthen regulatory oversight and align the gaming and lottery sector with international best practices.

Solo: “The newly approved system will introduce a modern digital platform equipped with advanced technological capabilities, including: real-time operational data access; automated audit trails;

integrated compliance monitoring tools and enhanced reporting systems.”

These features are expected to improve institutional performance, operational efficiency and revenue assurance.

“NLA remains committed to implement modern systems that will not only improve efficiency, but also reinforce public trust and confidence in the management and regulation of the gaming and lottery sector.”

Mr. Solo said, the platform will provide management and regulatory teams with timely access to accurate, verifiable, and transparent operational data, support informed decision-making and ensure strict compliance with regulatory standards.

Boosting Financial Oversight and AML Compliance

Solo recalled how the new system has been specifically designed to strengthen financial monitoring by providing enhanced visibility into operator activities, transactions, and compliance records.

He said, the initiative will reinforce internal controls and advance Anti-Money Laundering (AML) compliance efforts; help safeguard the integrity of the gaming and lottery industry, while protecting national financial and economic interests.

“This intervention represents a major advancement in our efforts to combat fraud, strengthen accountability mechanisms, and ensure that the gaming and lottery sector contributes meaningfully to national development through proper regulation and enhanced revenue collection.”

The Board Chairman, Prince Menkalo Gbieu, described the partnership as a transformative initiative that reflects the Authority’s determination to build a transparent, accountable, and technology-driven institution.

Gbieu praised the decision to entrust a Liberian-owned Israeli company with such an important national responsibility.

He noted that the move aligns with the government policy of empowering Liberian-owned businesses, and creating opportunities for local enterprises to contribute to national development.

“The empowerment of Liberian-owned businesses remains essential to sustainable economic growth, job creation, and national capacity building. This partnership demonstrates confidence in local expertise and reflects government’s commitment to support Liberian entrepreneurs and institutions.”

Seven Blue Liberia Ready to Deliver

Madam Rose Siafa Sebo, who represented Seven Blue Liberia Limited, expressed appreciation to the NLA for the confidence placed in the company.

Madam Sebo reaffirmed the entity’s readiness, and technical capacity to successfully implement the project.

She assured NLA management and stakeholders that the “company is fully prepared to begin deployment of the digital platform in accordance with international standards and industry best practices.”
