LCAA Restores Voting Rights At ICAO 42nd Assembly

- Secures Strategic Partnerships, Modernizing RIA

The Liberia Civil Aviation Authority (LCAA)  has proudly announced the successful restoration of its voting rights at the 42nd Assembly of the International Civil Aviation Organization (ICAO), terming this development as a momentous achievement following a period of suspension due to outstanding financial obligations.

This historic reinstatement, the LCAA said not only marks Liberia’s reentry into the international aviation decision-making arena, but also emphasizes the Government of Liberia’s firm commitment to advancing global aviation safety, security, and sustainability.

Under the leadership of Director General Julius D. Dennis, Jr., the LCAA delegation made a decisive return to ICAO’s global stage by actively participating in the opening session alongside representatives of 193 Member States. “Regaining our voting rights at ICAO is a monumental step forward for Liberia,” DG Dennis emphasized. “It empowers us to contribute meaningfully to critical policy discussions and decisions that shape the future of international civil aviation, and aligns with our vision to uphold the highest safety and regulatory standards.”

This restoration was made possible through the timely settlement of a significant portion of Liberia’s arrears to ICAO, signaling renewed financial responsibility and assurance of future compliance.

“Beyond reclaiming its voice and vote at ICAO, the LCAA delegation maximized its presence at the Assembly through a series of impactful engagements; key among these was a collaborative agreement with representatives from the Qatari government, who committed to providing financial support to clear Liberia’s remaining ICAO debts along with vital technical training to strengthen the LCAA’s institutional capacity. Complementing this partnership, the LCAA forged a technical cooperation with ITAerea to design a comprehensive training program tailored to address critical gaps identified in the 2022 ICAO Universal Safety Oversight Audit Programme (USOAP) audit. This initiative focuses on enhancing Liberia’s regulatory oversight and professional development capabilities, directly targeting the nation’s Effective Implementation (EI) score, which currently stands at a challenging 27.4%,” the LCAA said.

In addition, the Liberia Civil Aviation Authority actively engaged in discussions surrounding the Next Generation of Aviation Professionals (NGAP) and Women in Aviation, reinforcing Liberia’s commitment to inclusivity and workforce development in the civil aviation sector.

Further reinforcing Liberia’s aviation advancement, the LCAA, together with the Liberia Airport Authority (LAA), conducted high-level meetings with INTELCAN, a leading air navigation technology firm. These talks centered on the production and delivery of new Navigational Aids (NavAids) for the Roberts International Airport (RIA), a critical upgrade aimed at resolving significant safety deficiencies identified in the 2022 USOAP audit.

This project, strongly supported by the Liberian Government, is set to modernize RIA’s infrastructure, ensuring compliance with international standards and safer airspace management.

Moreover, promising discussions took place with Egypt’s Minister of Aviation, Dr. Sameh El-Hefny, and Captain Amr Al-Sharqawi, Director General of the Egyptian Civil Aviation Authority.

These bilateral talks explored the launch of direct EgyptAir flights to Liberia, a step expected to enhance air connectivity, stimulate trade, and foster deeper diplomatic relations. Egypt further committed to sharing its expertise and resources in aviation safety, air traffic control, and maintenance training. These achievements collectively demonstrate the LCAA’s renewed vigor in re-establishing Liberia as an active and influential member in the international civil aviation community.

Director General Dennis affirmed, “Our restored voting rights and the strategic partnerships forged at this Assembly pave the way for vital reforms and innovation in Liberia’s aviation sector. We are resolute in our mission to elevate safety standards, improve regulatory oversight, and build a sustainable aviation future.”

In a related development, the Liberia Civil Aviation Authority and the General Authority of Civil Aviation of the Kingdom of Saudi Arabia have signed a Memorandum of Cooperation to enhance collaboration in the field of civil aviation. This landmark agreement was signed in Montreal, Canada, on the sidelines of the 42nd International Civil Aviation Organization (ICAO) Assembly.

“The memorandum, signed by Mr. Julius D. Dennis, Jr., Director General of the Liberia Civil Aviation Authority (LCAA), and H.E. Abdulaziz Al-Duailej, President of the General Authority of Civil Aviation of the Kingdom of Saudi Arabia, aims to foster technical, administrative, and operational cooperation between the two nations.

During the signing ceremony, H.E. Abdulaziz Al-Duailej pledged Saudi Arabia’s support for Liberia in the areas of training and infrastructure development through the ICAO’s “No Country Left Behind” initiative. Additionally, Mr. Abdullah F. Almusained, a representative of the Saudi Fund for Development, committed to helping the LCAA access funding to address significant safety concerns identified in the 2022 ICAO USOAP audit.

H.E. Al-Duailej also extended an invitation to the LCAA to attend the Saudi Aviation Forum in Riyadh in April 2026,” the LCAA noted.

The Liberia Civil Aviation Authority said it remains the statutory institution responsible for regulating all aspects of civil aviation in Liberia, with a steadfast mission to develop a safe, secure, and sustainable aviation industry fully aligned with global standards.
