Authorities at the Ministry of Finance and Development Planning (MFDP) have placed Massayan Sorsor, a director within the ministry on “compulsory administrative leave,” a release has confirmed.
They have at the same time, forwarded Sorsor’s case to the Office of the Ombudsman for investigation.
An ombudsman investigates complaints leveled against businesses and other organizations, including the government or individual(s). Depending on the jurisdiction, an ombudsman’s decision may or may not be legally binding. However, even if not binding, the decision typically carries considerable weight.
The decision to forward Sorsor comes in response to a widely circulated video on social media showing him physically assaulting an elderly man, identified as Pa Gayflor. The video which surfaced on Facebook on Saturday, March 22, 2025, triggered public outrage, prompting the ministry’s senior management to take immediate action by suspending him.
In a statement issued later that night, MFDP said, it Human Resources and Legal Units reviewed the incident and determined that Sorsor’s actions violated Section 4.3 of the Code of Conduct for public officials and employees.
The provision mandates that all government employees “exhibit good conduct at all times, both at work and off-duty.”
Based on the findings, the ministry’s leadership endorsed the recommendation to refer the case to the Office of the Ombudsman, which is responsible for investigating breaches of the Code of Conduct and imposing sanctions where necessary.
The incident has further fueled public anger due to Sorsor’s alleged remarks following the assault.
In the video, he can be heard dismissing any potential legal consequences, saying, “Let him go to court. I don’t care.”
Consequently, the report said, family members of the victim have also accused Sorsor of boasting about his wealth and influence, suggesting that he would face no repercussions.
In its statement, MFDP emphasized that all government officials and employees are expected to uphold high standards of behavior, warning against actions that tarnish the ministry’s reputation.
But in his explanation, Pa Gayflor said, Sorsor’s action was “intentional” as such, “I demand justice for violating my fundamental human rights.”
Earlier, according to Pa Gayflor, he had kept Sorsor’s ‘things’ when he was building his (Sorsor’s) house, but surprisingly to him, Sorsor vowed to get at him, “because there was a space between the two of them.”
A phrase, which the old man believes, ignited the fuel.
