3rd National Action Plan Launched

The National Anti-Human Trafficking Taskforce, has officially launched its third National Action Plan (NAP) to combat trafficking in persons.

The official launch was held on Tuesday, March 31, 2026, in Monrovia.

Labour Minister Cooper W. Kruah, is the chairman of the National Anti-Human Trafficking Taskforce.

He described human trafficking as a grave violation of human rights, and a serious threat to the dignity, safety, and development of the Liberian people.

Mr. Kruah reaffirmed government’s unwavering commitment to address the crime through coordinated, sustained, and people centered actions.

He assured the public that government will continue to strengthen the capacity of law enforcement agencies, including the Liberia National Police, labour inspectors, and other members of the joint security apparatus to ensure their full participation in combating trafficking in persons.

Kruah commended development partners for their continued cooperation and support in the fight against human trafficking.

He highlighted recent achievements, including the conviction and sentencing of five Liberian women involved in the trafficking of 14 children, as well as ongoing trafficking cases in Grand Gedeh and Grand Cape Mount counties.

Earlier, the Country Manager of the International Development Law Organization (IDLO), Madam Chinyelumugo Okoh said, the development of the third National Action Plan is part of IDLO’s Phase III project commenced in November 2022.

Madam Okoh said, the new plan builds on the previous NAP (2019–present) and is structured around four key pillars to prevent, protect, prosecute, and partner.

She outlined IDLO’s focus on strengthening the capacity of law enforcement and justice sector actors; raising awareness on human trafficking through national campaigns and civic education programs, particularly in at-risk communities; and supporting the National Secretariat of the Anti-Human Trafficking Taskforce to enhance coordination and strategic leadership.
