Rep. Dahn Complains Minister Nyumalin

Montserrado County Electoral District #7 Representative, Emmanuel Dahn, has formally complained the Minister of Internal Affairs to the leadership of the House of Representatives (HoR.) Dahn meanwhile, requested the appearance of Francis Sakila Nyumalin, before leadership to answer to his “overreach of executive appointing authority.” Rep. Dahn’s request follows growing public concern over a communication allegedly issued by Mr. Nyumalin to authorities at the National Identification Registry. Nyumalin serves as chairman of the Board of Directors of the NIR.  By his authority, Nyumalin reportedly single-handedly, reassigned one Alphonso Belleh, a presidential nominee for the position of deputy director-general for Administration at the NIR to the role of manager for research, policy and development planning. Rep. Dahn sees this decision allegedly by Mr. Nyumalin without an official rescission or withdrawal of the nomination by the President as an “overreach of executive appointing authority,” which is constitutionally vested in the President under Article 56(a) of the 1986 Constitution. “In the spirit of transparency and constitutional governance, it is prudent that the Nyumalin appear before this august body to clarify the basis for his actions,” Dahn said in his communication to his colleagues at the House.  He added: “This will not only address public concern, but also reaffirm the constitutional balance of powers and procedures regarding executive appointments.” When contacted, MIA department of media services denied receiving a copy of the Dahn communication complaining the minister.
