The Liberia Land Authority (LLA), has signed a Memorandum of Understanding (MoU) covering the period of three-year with South Korean firms ALLFORLAND and LTMETRIC.
The purpose of the MoU, according to a release, is to establish a framework for cooperation in the development and implementation of the Liberia Land Information System (LIS), a modern digital platform aimed at transforming land administration and management as well as promoting transparency in property management.
The signing ceremony was held on Thursday at LLA’s Headquarters on Ashmun Street in Monrovia, marking a major milestone in government’s efforts to promote transparency, efficiency, and accountability in the land sector.
The three-year partnership establishes a framework for cooperation in key areas, including, but not limited to the provision of technical and policy advisory services, legal and institutional reforms, geospatial data management, information technology development, and capacity building for Liberian land administration professionals.
Under the MoU, the LLA will provide the necessary legal and institutional framework to support LIS development, facilitate administrative coordination among relevant government institutions, and allocate dedicated staff and resources to ensure the system’s long-term operation and sustainability.
The agreements outline six major areas of collaboration: The provision of technical and policy advisory services for LIS development; support for legal and institutional improvements in land administration; establishment of frameworks for geospatial data collection, management, and standardization; development of IT systems, databases, and operational platforms for LIS, integrating existing data; identification and application of public and private sector service models utilizing LIS.
Other areas are: Technology transfer and capacity building through training and knowledge-sharing programs, and support the LLA in piloting the Land Information System (LIS) framework in Monsterrado and Margibi counties
At the signing ceremony, Joe Williams, Vice-Chair of the LLA and Officer-in-Charge (O-I-C), thanked ALLFORLAND and LTMETRIC for their commitment to support Liberia’s digital transformation agenda.
“This partnership demonstrates our shared vision to build a modern and transparent land management system that benefits all Liberians,” Williams said. “The LLA remains committed to ensure the successful implementation of this agreement.”
The Commissioner for the Department of Land Administration, Dr. Mahmoud Solomon, commended the South Korean partners for their collaboration.
“This initiative will take Liberia a long way in strengthening land governance, and promoting equitable access to land resources.”
Mr. Sung Donggwon, Chairman of ALLFORLAND, who represented the South Korean consortium, described the agreement as a “pilot for long-term investment” in Liberia’s land sector.
“Our goal is to provide technical expertise, share best practices, and help build a sustainable digital land system in line with international standards such as ISO, UPU, and UN-GGIM,” Sung said.
The establishment of the Liberia Land Information System is expected to significantly improve land registration, reduce disputes, and promote transparency in property transactions. It also aligns with government’s broader Digital Transformation Agenda, which aims to modernize public service delivery and enhance governance through technology.
The partnership between the LLA, ALLFORLAND, and LTMETRIC is set to begin immediately, with pilot activities expected to roll out within the coming few months.
