The Liberia Land Authority (LLA) has completed a nationwide aptitude testing exercise for aspiring Data Collectors, which is advancing its landmark Real Property Valuation Software and Application Project.

This crucial initiative is financed by the Government of Liberia through the Public Sector Investment Program (PSIP).

It marks a transformative step towards digitizing land governance in Nimba, Margibi, and Montserrado counties.

The Project is aimed at codifying and mapping about 50,000 properties and introducing a cutting-edge tool like block mapping and property coding.

 These innovations will improve transparency, strengthen accountability, and pave the way for data-driven decision-making in Liberia’s land administration system.

 The effort aligns with the LLA’s mandate under Article 8.0(h) of the 2016 Act, affirming its role as a custodian of modernized land data.

The phased aptitude testing officially started on July 29 at the Sanniquellie Central High School in Nimba County, followed by sessions in Margibi on July 31 and Montserrado on August 1, 2025.

 Candidates from across these regions gathered with aspirations to join a new generation of digitally skilled land professionals.

According to Mr. Charles N. Kortimai, Director of the Division of Valuation and head of the testing team, the initiative’s goals go far beyond recruitment.

Mr. Kortimai, who represents the Department of Land Administration, emphasized that successful candidates will receive a specialized digital land valuation application and full training from the Liberia Land Authority to meet the project’s demands.

He said what sets this testing apart is its real-time scoring system—participants received instant feedback on their performance immediately after submission.

 This efficiency underscores the project’s commitment to modern, user-friendly systems.

And the project is designed to provide graduates of the President’s Digital Training Program with practical experience in geospatial analysis and property assessment.

Also speaking, Mr. Derrick Dweh, Coordinator of the Division of Valuation, said that once the data is collected, the information will be integrated with the Liberia Revenue Authority (LRA) via an electronic dashboard embedded in the application.

 He said it will empower the LRA to conduct more accurate tax assessments and boost national revenue mobilization.

According to Mr. Dweh, the project will foster public trust and ensure inclusive participation. The LLA will conduct workshops and awareness campaigns ahead of the full rollout.

These engagements will target stakeholders, from county officials to property owners, ensuring widespread understanding and support for the digital valuation process.

Far from a routine bureaucratic upgrade, this initiative symbolizes a bold leap towards modernizing Liberia’s land sector. It promises to reduce disputes, support strategic urban development, and improve the country’s grasp of evolving property values.
