Hummingbird Owes Gov’t US $2.4M, But….

The House of Representatives (HoR), through its Joint Committee on Concessions Compliance and Review, has disclosed that Hummingbird- Liberia Limited, has acknowledged financial obligations to the government as part of ongoing concession compliance review hearings.

Hummingbird-Liberia Limited, is a concessionaire that operates in the southeast of the country.

Following the public hearing, which took place on Tuesday, August 5, 2025 the Committee revealed that the company’s Chief Executive Officer (CEO) and Administrative Finance Manager, Brett Richards and Claus Massaquoi, respectively, admitted to owing the government approximately US$2.4 million.

But the Liberia Revenue Authority (LRA) disagreed. The LRA has placed the total arrears owed by the company to the government at US$3.4 million, with a difference of US1 million outstanding.

The hearing, according to a release, is part of the Liberian Legislature’s broader mandate to review dormant as well as underperforming concession agreements. This, according to the Legislature, would ensure compliance, transparency, and delivery of benefits to affected communities.

“This acknowledgment marks a significant step in reconciling longstanding financial obligations,” said Foday Fahnbulleh, Chairman of the Joint Committee.

“The fact that there’s now a mutual recognition of arrears, though with differing figures, gives us a path toward resolution.”

He added, “The Committee remains optimistic that with continued engagement and enforcement, the matter will be concluded in the shortest possible time, allowing for the recovery of much-needed revenues for national development.”

The House of Representative (HoR) said it remains committed to ensuring accountability in concession agreements. It will therefore continue to ensure that concessionaires abide by the terms and conditions as set forth in their contracts with the government.
