The House of Representatives has cited key government ministries and agencies to appear before its joint Committee on Concessions Compliance Review to provide detailed information concerning the operations of China Union Liberia, one of the country’s mining concessionaires.
The citations, issued through the Office of the Chief Clerk and signed by Mildred N. Sayon, are directed to the National Investment Commission (NIC), the Ministry of Mines and Energy, and the Ministry of Labor. The communications follow directives from Foday E. Fahnbulleh, Bong County District 7 Representatives and Chairman on House’s Committee on Investment and Concessions.
The hearings are scheduled for Wednesday, October 29, 2025, at 2:00 p.m. at Capitol Building in Monrovia.
The hearing is a legislative inquiry that forms part of the Committee’s broader review of ongoing concession compliance processes, as the House seeks to obtain a comprehensive matrix of all Chinese nationals permitted by those ministries to work with China Union Liberia, as well as details of positions occupied, contracting companies involved, and other relevant information related to the company’s operations.
The Committee emphasized that the review is intended to enhance transparency and accountability within Liberia’s concession sector and ensure that foreign concessionaires operate within the bounds of their Mineral Development Agreements (MDAs) and national labor laws.
China Union Liberia, a subsidiary of the China-based Wuhan Iron and Steel Corporation, holds a major iron ore mining concession in Bong County.
The Committee said the upcoming session will provide an opportunity for all relevant stakeholders to clarify issues surrounding foreign workforce authorization, local content participation, and contract compliance in the company’s operations.
The Committee’s review is part of a renewed effort by the House to ensure Liberia’s natural resource contracts deliver tangible benefits to citizens and uphold the rule of law across the mining sector.
