President Joseph Nyuma Boakai, Sr. has made sweeping changes across several government ministries and agencies, including the dismissal of Minister of Mines and Energy Wilmot Paye, as part of ongoing efforts to strengthen governance, enhance institutional effectiveness, and ensure accountability in public service.
The Executive Mansion released issued on Monday October, 27,2025 President Boakai’s latest decisions—comprising dismissals, new nominations, and reassignments—are in line with the administration’s ARREST Agenda, which prioritizes Accountability, Reconciliation, Recovery, Education, Stability, and Transformation.
The statement confirmed that Mr. R. Matenokay Tingban has been nominated as the new Minister of Mines and Energy, replacing Mr. Wilmot Paye, whose services have been terminated. Other key appointments at the Ministry include Mr. Sumo Samuel Momolu as Assistant Minister for Mines and Mr. Samuel Summerville as Assistant Minister for Mining Exploration.
Other Appointments and Changes
At the Ministry of Education, President Boakai nominated Mr. Thomas Momo Parker as Deputy Minister for Planning, Research and Development, and Mr. Oscar Gurtor Flomo as Assistant Minister for Planning, Research and Development.
At the National Commission on Higher Education, Dr. Cecelia Cassell was appointed Executive Director.
In the Ministry of Gender, Children and Social Protection, the President named Ms. Agnes C. Marshall as Assistant Minister for Children and Social Protection, and Ms. Josephine Greaves as Assistant Minister for Research, Policy and Planning.
Major Shake-Up at Liberia Airport Authority
In another significant decision, President Boakai accepted the resignation of Hon. Massaquoi Kamara, Chairman of the Board of the Liberia Airport Authority (LAA), and retired Managing Director Hon. Jeremiah Mends-Cole on medical grounds.
To fill the leadership void, the President appointed Mr. Ernest R. Hughes as Managing Director and Mr. Nyan Mantein as Chairman of the Board.
Additional Appointments
At the Civil Service Agency’s Board of Appeal, Mr. A. Blamo Sieh has been named Co-Chair.
The Liberia Immigration Service also sees a new appointment, with Mr. Nelsco A. Wolo becoming Deputy Commissioner General for Administration.
Judiciary Appointments
The President made several judicial appointments, naming:
Cllr. William G. Capehert – Judge, Traffic Court, Gbarnga City
Cllr. Eric Morlu – Judge, Debt Court, Lofa County
Cllr. Daniel D. Dolokelen – Judge, Debt Court, Bong County
Atty. Anthony Kollie – Judge, Criminal Court “E”, Lofa County
Cllr. Rennie O. Moses – Judge, Criminal Court “E”, Grand Gedeh County.
