Nightlife in Arthington, Lower Montserrado County gives impression of the city being socially abandoned with low economic activities for sustainable livelihoods due to the lack of electricity and pipe-borne water.

The two basic social services are generated from Mount Coffee Hydroelectric Plant at White Plains Water Treatment Plant.

Arthington along the St. Paul River is a place that limits visitors’ movement and residents as well from outdoors entertainment during late evening hours.

Movement within the locality mainly affects those who are concerned about their own safety and protection. 

Apart from major holidays, the city’s outlook is compared to a dark forest where friends and families keep themselves secured in their clustered home apartments at night.

Unlike during special occasions, finding sources of power supply become difficult and scarce to find. 

Despite the visibility of high-powered cable lines crossing over the city to connect other parts of Montserrado, Arthington is yet to benefit from power supply.

Arthington was used as a key route to transport materials during the rehabilitation works at the Mount Coffee Hydro and the bridge construction, because of its closeness to the Liberia Electricity Corporation (LEC) main Hydro Plant.

Arthington was a small settlement of freed slaves in Montserrado County, located along the St. Paul River northwest of Monrovia. It is situated between Millsburg and Mount Coffee.

The urge to get electricity remains unclear as stakeholders are not affirmative to a specific timeframe regarding the matter.    

Arthington was established as a settlement for freed slaves, not as a municipality with defined city status. It is located within Montserrado County, which is one of the oldest counties in the country. Established in 1839, there is no evidence that Arthington was elevated to city status by any government, but it development was influenced by its proximity to Monrovia.
