  1. The Ministry of Finance & Development Planning (MFDP) under the Governance Reform and Accountability Transformation (GREAT) Project (the Recipient) has been allocated credit funds (the “Credit”) from the International Development Association (IDA) (the “Bank”) and executed by the Ministry of Finance & Development Planning (“the Client”). The Ministry of Finance & Development Planning (MFDP) intends to apply the funds to eligible payments under the contract for which this Request for Proposal is issued. Payments by the Bank will be made only at the request of the Ministry of Finance & Development Planning/GREAT Project and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the credit agreement. The credit agreement prohibits a withdrawal from the credit account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security Council taken under chapter VII of the charter of the United Nations No party other than the Republic of Liberia shall derive any rights from the credit agreement or have any claims to the proceeds of the credit. If applicable: “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

 

  1. The Ministry of Finance and Development Planning now intends to apply part of the proceeds toward payments under the contract for Supply, Installation and Maintenance of County Service Center Information and Communications Technology (ICT) Infrastructure now invites sealed Proposals from eligible Proposers for Supply, Installation, Implementation and Commissioning of the County Service Center ICT Infrastructure. The purpose of County Service Center ICT Infrastructure is to provide reliable ICT infrastructure in 15 counties across the country to improve access to online and/or onsite government services throughout the country. The ICT infrastructure is to be installed and implemented alongside required software applications to enable functional access in all the 15 Counties and supported for use by CSCs. The Operational Acceptance for the project is planned to be achieved within twelve (12) months from the Contract Effective Date.

 

  1. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF dated March 2025 (“Procurement Regulations”) and is open to all eligible Proposers as defined in the Procurement Regulations.

 

  1. Interested eligible Proposers may obtain further information from the Ministry of Finance and Development Planning Jim-ngormoh A. Kamara at jkamara@mfdp.gov.lr and inspect the request for proposals document during office hours 09:00 to 16:00 Liberian time at the address given below.

 

The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD $100 (One Hundred United States Dollars). The method of payment will be Bank Deposit/Transfer with evidence submitted to the address below. The document will be sent by email or via a shared Drive folder.

 

  1. Proposals must be delivered to the address below on or before 11 August 2026, 14:00 hours. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 11 August 2026 at 14:15 hours at the Ministry of Finance and Development Planning (the location is specified in ITP 26.1). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the Financial Proposals opening.

 

  1. All Proposals must be accompanied by a Proposal Security of USD 50,000.00 (United States Dollars Fifty Thousand Only).

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
