To Digitalize Liberia Financial Sector:
Orange Money, LRA, Ecobank Sign Landmark MoU
In a transformative step forward in the country’s journey towards financial inclusion, digital innovation and economic empowerment,
Orange Money Liberia in partnership with the Liberia Revenue Authority (LRA), and Ecobank has officially signed a landmark Memorandum of Understanding (MoU), which will enable the three entities to unite for an easier payment of fees and taxes through Orange Money.
The milestone launch of the Integrated Orange Money Tax Payment, is aimed at modernizing the country’s tax collection, simplifying the lives of taxpayers, strengthening financial infrastructure as well as collecting lawful taxes and ensuring full compliance in generating revenue for government.
At the signing ceremony on Wednesday, July 23, 2025, in Monrovia, Orange Money Liberia’s Financial Manager, Hossan Fofana said, the initiative is more than a technology upgrade, as it is a commitment to progress, inclusion and national development reflecting a share vision of a Liberia where every citizen, regardless of location can access essential financial services as well as contribution to the country’s economic growth.
Mr. Fofana said, their collaboration is anchored on four key pillars, including digitizing public revenue collection, expending financial inclusion with Orange Money, supporting economic development and good governance, and delivering convenience and reducing costs.
He said, through the initiative, they are enabling the government to collect fees and taxes efficiently, transparently and securely, thereby helping to maximize revenue and reduce leakages.
“We are reaching the unbanked and underbanked, bringing financial services to the fingertips of millions, who have traditionally been excluded from the formal financial system,” said Fofana.
According to him, with the partnership, citizens no longer need to travel long distances or wait in long queue, with just a few taps on a mobile phone, they can fulfill their civic duties saving time, money and effort.
“This platform enhances accountability and transparency in public finance, thus laying the groundwork for strong institutions and sustainable economic growth,” he stressed.
“The launch is a testament to what is possible when the public and private sector work together with a share purpose, adding: At Orange Money Liberia, we remain committed to using technology as a force for good empowering people and building a brighter future for all Liberians,”
Ecobank Liberia’s Chief Executive Officer (CEO), Ms. Salama Diallo said, the partnership is not just a collaboration, but a commitment to transforming financial sector through technology, expressing her excitement in signing the MoU with LRA and Orange Money.
“Through this MoU, we are integrating the Liberia Integrated Tax Administration System (LITAS) with Ecobank’s digital platforms and Orange Money’s mobile services, adding: “It means that Liberians, whether in Monrovia or in the most remote parts of the country, can now pay their taxes conveniently, securely and in real time, using mobile phones or Ecobank’s digital banking channels.”
“This initiative is a direct reflection of Ecobank Group’s vision to drive the financial integration and economic development of Africa. We believe that by leveraging technology and strategic partnerships, we can break down barriers to financial access, increase transparency and empower individuals and businesses alike,” Ms. Diallo said.
LRA Deputy Commissioner General for Technical Affairs, Gabriel Y. Montgomery, Sr. said, after listening to the cries of taxpayers over the years, they were able to introduce the mobile money channels for tax payment as mobile money has been one of many channels through which taxes are paid.
The launch, Mr. Montgomery noted, is an integration of Orange Money and LRA Tax System, which addresses the pains of taxpayers, who have used the previous mobile money system, as it was very difficult in getting LRA official receipt after payment of taxes and fees.
He disclosed that the LRA is championing a digital first revenue administration wherein taxpayers can meet their core tax obligation of filing of returns or declaration and paying taxes using electronic means.
“We believe that digitization is the way forward to maximize sustainable domestic revenue. This launch is another testament of the LRA’s strive to digitalize tax administration, evidence of the government’s commitment to digital transformation,” Mr. Montgomery said.
The benefits of the Integrated Orange Money Tax Payment platform are enormous and among them it simplifies tax payment, reduces taxpayers’ compliance cost and provides convenience to taxpayers.
Through this system, taxpayers can now avoid long queues at the banks to pay their taxes, and fees directly from their homes, offices and marketplaces.
The platform has the potential to expend the much-needed domestic revenue to finance social, infrastructure, economic and public programs of the government.
According to Mr. Montgomery, the platform is geared towards accelerating inclusion as they are challenged with a large informal sector and many underserved rural communities.
He stated that the Orange Money Tax payment platform provides an opportunity to serve hard-to-reach communities and disinterested population by the tap of a mobile phone.
This Integrated platform enhances transparency and accountability, wherein payments are posted to the tax system automatically, and taxpayers will receive SMS instantly after completing the payment, as reporting and reconciliation are carried out seamlessly.
The signing ceremony was graced by officials from Orange Money Liberia, Ecobank and the government.
