Saah Joseph Exposes Ivanhoe Agreement

Montserrado County Senator Saah Joseph, has disclosed public hearing on the Concession and Access Agreement.

The Agreement is between the Liberty. a government and Ivanhoe Liberia (HPX) expected to kick out Monday, December 8, 2025.

Sen. Joseph Chairs the Senate Committee on Transport.

He said, the joint committees decided to hold public hearing before the ratification of the Agreement.

Joseh made the disclosure on Thursday, December 4, in his Office at the Capitol Building in Monrovia.

“It is unfortunate that there are some documents the Committees have requested the Ministerial Committee to provide for the Senate Committees to review. They have not gotten them yet. “

 The government, and Ivanhoe Liberia (HPX/SMFG) signed a 25-year Concession and Access Agreement (CAA) on July 5, 2025, which would allow the company to use Liberia’s rail and port infrastructure to export iron ore from its project in neighboring Guinea.

The deal involves a potential investment of over US$1.8 billion for the rehabilitation and use of the Yekepa–Buchanan rail and port corridor., noting that HPX plans to initially export 2-5 million tons of iron ore annually, with plans to scale up to 30 million ton.

Sen. Joseph pointed that a core component of the agreement is the Liberian government’s policy to transition the railway to a “multi-user” system with an independent operator, allowing more than one company to use the infrastructure. This policy is expected to fully come into effect when the current exclusive agreement with ArcelorMittal Liberia (AML) expires in 2030 but now the Liberian Government will in charge of the railway. “The agreement aims to provide HPX with the shortest export route from its high-grade Nimba iron ore project in Guinea, while generating significant revenue, investment, and job opportunities for Liberia” He asserted

He stated that the agreement was signed by the Executive branch and transmitted to the Legislature for ratification in October 2025.

Sen. Joseph said   the Senate Committee will visit the railway site to inspect the work on the rail and those communities which have been affected by the construction of the railway.
