The Speaker of the House of Representatives, Richard Nagbe Koon, has called on members of the House, particularly newly- elected lawmakers to exercise caution and responsibility in their public statements, warning that unguarded comments risk bringing the institution into public disrepute. Speaker Koon also stressed that the House of Representatives is a rule-based institution that operates strictly in accordance with its established procedures and guidelines.
He further urged all members to familiarize themselves with these rules and to ensure that both their conduct and public communication reflect the integrity of the Legislature.
The Speaker made specific reference to Bomi County District #3 Representative, Sam P. Jallah, concerning what he described as inconsistent public statements.
According to him, the lawmaker has on occasions misled the public by contradicting his own actions, including reported instances where he signed official documents and later denied doing so. Addressing recent claims by Representative Jallah regarding the Supplementary Budget, Speaker Koon clarified that the budget process was duly undertaken by both chambers- the House of Representatives and the Liberian Senate.
He noted that the report was endorsed by more than nine members of the Committee on Ways, Means and Finance, along with five members of the Public Accounts Committee, constituting a simple majority in line with established legislative rules.
The Speaker further questioned the basis of claims that the budget was not signed, pointing out that the Liberian Senate would not have concurred with the House in passing the Supplementary Budget without proper documentation and procedural compliance.
He also reminded the public that the Legislature retains the authority to convene at any time under a special session, in keeping with its constitutional mandate.
Following complaints from several members of the House regarding Representative Jallah’s statements, Speaker Koon disclosed that the Bomi County lawmaker has been summoned to appear before the leadership on Monday to respond to the concerns raised.
In a move aimed at strengthening institutional capacity, Speaker Koon announced that the leadership will organize a comprehensive workshop for lawmakers. The initiative is intended to deepen members’ understanding of legislative rules, procedures, and ethical expectations.
The Speaker reaffirmed the leadership’s unwavering commitment to upholding discipline, integrity, and the credibility of the House of Representatives in the discharge of its constitutional responsibilities.
