- The Government of Liberia has received funding from the World Bank, Swedish International Development Association (Sida) and the French Agency for Development (AFD) to implement the Recovery of Economic Activity for Liberian Informal Sector Employment (REALISE) Project and intends to apply part of the proceeds toward payments under the contract for Community Facilitator (CF) to support implementation of Community Livelihood and Agriculture Support (CLAS) Component activities. This contract will be jointly financed by the World Bank and AFD. The Bidding process will be governed by the World Bank’s Procurement Regulations.
- The Liberia Agency for Community Empowerment now invites sealed Bids from eligible Bidders for implementation of CLAS in four (4) lots as indicated in table.

Bidders are not allowed to bid for more than one (1) lot
- Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” dated November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

- Interested eligible Bidders may obtain further information and inspect the bidding document at the REALISE Project Procurement Office, 1st Floor, Old Maternity Center, Capitol Bye Pass, between 9:00 a.m. to 4:00 p.m., Monday to Friday, excluding public Holidays. - The bidding document in English may be purchased by interested eligible Bidders upon payment of a nonrefundable fee of US$30.00. The payment, which is to be made in person, to the Finance Officer of the REALISE Project, is applicable to those who will want to receive hard copy of the document. Those requesting and receiving the document through email will not have to pay; the document will be emailed free of charge. Those applying for lots 1, 2 and 4 are required to fill out LACE Integrity Form and submit it along with their bids. Copy of the Integrity Form can be found by clicking the above link; the form is attached to the TOR.
- Bids must be delivered to the address below on or before November 27, 2024, not later than 1:00 p.m. Electronic Bidding will not be permitted, and late Bids will be rejected. Bids will be publicly opened on November 27, 2024, at 1:02 p.m. in the Conference room of the REALISE Project Office located on the 1st Floor of the Old Maternity Center Building on Capitol Bye Pass, Monrovia. The opening event will be done in the presence of the Bidders’ designated representatives and anyone who chooses to attend.
