A new complex to house security personnel is now underway near the Executive Mansion in Monrovia.  President Joseph Nyuma Boakai, has meanwhile, officially launched the construction of a state-of-the-art Ministry of Justice (MoJ) Complex, marking a major step forward in the government’s agenda to strengthen the justice and security architecture. The Thursday, January 29, 2026, groundbreaking ceremony took place on a 4.8-acre parcel of land strategically located near the Executive Mansion on Capitol Hill.  The modern complex will serve as a centralized hub for key justice and law enforcement institutions, including the MoJ, the Liberia Drug Enforcement Agency (LDEA), the Liberia Immigration Service (LIS) and the Liberia National Fire Service (LNFS).

At the ceremony, Pres. Boakai underscored his administration’s commitment to sustainable public infrastructure and responsible use of national resources.

He said government facilities must reflect national pride, professionalism and efficiency, while also reducing long-term operational costs.

“We are determined to construct and maintain our own public buildings so we can end the heavy burden of rental expenses on government resources.”

He said housing justice and security institutions in one complex will enhance coordination, safeguard vital documents, and improve service delivery to the Liberian people.

The President cited the existing Ministerial Complex as a model of order, cleanliness and institutional responsibility, urging revenue-generating agencies to uphold similar standards in maintaining public facilities.

Grand Gedeh County Senator Thomas Yahya Nimely, hailed the project as historic, commending the President and the MoJ for prioritizing infrastructure development that will benefit future generations.

Finance and Development Planning Minister Augustine Kpehe Ngafuan, spoke of how the project is fully funded by the government through the national budget, with an initial allocation of US$20 million.

He described the investment as evidence of the Boakai administration’s resolve to translate policy vision into concrete action.

Justice Minister Oswald Tweh, welcomed the initiative, describing the complex as transformative for the justice and security sector.

The Complex stands as a powerful symbol of the Boakai administration’s commitment to the rule of law, fiscal responsibility, institutional strengthening and long-term national development.

Thursday’s ceremony was attended by senior government officials, representatives of private institutions, community leaders, women leaders and youth groups, reflecting broad national support for the landmark project.
