LTA Clarifies TIA’s Contract

The Liberia Telecommunications Authority (LTA) has said, its contract with Telecom International Alliance (TIA), has been terminated due to an Executive Order President Joseph Nyuma Boakai issued in October, 2025.

Amidst heightened media reports that the LTA terminated TIA’s contract without heeding international and local arbitration, LTA Board Chairman Clarence Massaquoi clarified that Pres. Boakai suspended the TIA’s deal highlighting procurement irregularities.

Massaquoi said, the Executive Order suspended the LTA’s contract with TIA, requested the Legislature to de-ratify the concession and mandated the LTA to work in line with all procurement laws that will ensure fair play.

He said, the President also mandated the LTA to work with the Public Procurement and Concession Commission (PPCC) to enforce all laws in hiring a new contract until otherwise ordered.

Massaquoi said, the LTA communicated with all stakeholders in the sector including TIA of the President’s mandate.

He said, the hiring of the new contractor is well advanced, and is in line with all laws governing the sector.

“When the President issued the mandate, we have no option than to do what the President asked us to do. I want to confirm here, in line with the PPCC law and all applicable laws, a new contractor is being recruited.”

Massaquoi said, the process is safe and transparent adding: “authorities at the LTA do not shy away from decisions, functions and responsibility of the entity.”
