The 22nd General Assembly of the African Road Maintenance Funds Association (ARMFA) has been launched in Monrovia.
The launch of this landmark gathering brought global attention to Liberia’s renewed commitment to modern, sustainable and climate-resilient road networks.
The launch means Liberia has taken center stage in Africa’s infrastructure development landscape.
The high-level assembly, being held in Monrovia, convened over 35 member countries.
That is an estimated 350–400 delegates, and leading international development partners dedicated to strengthen Africa’s road maintenance systems and financing models.
At a special press briefing on Sunday, November 16, 2025, at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, Director General of the National Road Fund (NRF), Madam Joseta Neufville Wento, expressed profound gratitude to President Joseph Nyuma Boakai for entrusting her with the stewardship of the Road Fund during “a pivotal moment for Liberia’s infrastructure transformation.”
The week-long General Assembly, is running from November 17–21, 2025. It focuses on the theme: “Innovative Financing and Sustainability of Road Infrastructure in the Face of Climate Change and Mobility Challenges in Africa.”
Madam Wento said the conference is anchored on three critical pillars guiding Africa’s strategy for modern, resilient road development innovative financing, boosting creative, reliable, and long-term funding models to support Africa’s growing road networks.
Sustainability, building climate-smart, durable road systems that meet international environmental standards.
Mobility and Climate Challenges, strengthening infrastructure that can withstand extreme weather, while improving mobility and connectivity.
She said hosting this year’s assembly puts Liberia in a unique position to deepen institutional knowledge, strengthen technical capacity, and expand partnerships with regional and global road funds.
Madam Wento also encouraged Liberian youth to take full advantage of the conference.
“Young people should come, learn, and build the skills needed to sustain our road sector. This conference is a classroom for the next generation of engineers, planners, and infrastructure leaders.”
ARMFA President Essaie Moussa Aubin praised Liberia for hosting one of the association’s most significant and well-prepared assemblies.
Aubin reaffirmed that ARMFA now comprises 35 member states, supported by the EU, and other international partners committed to strengthen road maintenance financing across Africa.
He underscored that this year’s assembly positions Liberia to benefit from enhanced technical cooperation, improved maintenance standards and new long-term infrastructure development initiatives.
The 22nd ARMFA General Assembly is widely viewed as a defining moment for Liberia.
It amplifies the country’s renewed dedication to upgrade its road network, while highlighting the National Road Fund’s leadership in advancing a more resilient, better-connected future.
