The Society for the Conservation of Nature and support partners on Friday, September 27, 2024 jointly ended a one-day technical working session in Monrovia. Speaking at the opening session, The program manager of the Society for the Conservation of Nature, Michael Taire said Liberia is committed to developing a 30×30 national plan to protect thirty percent of its terrestrial and marine areas by 2030. Mr. Taire told the gathering that the Development of Liberia’s 30×30 National plan aligned with the Kunming – Montreal Global Biodiversity FrameWork, stating further that the government of Liberia through the Environmental protection Agency (EPA) is leading the development of the 20×30 national plan. As part of said efforts, he disclosed that Liberia has recently completed and submitted her national targets aligned with the Global Biodiversity FrameWork. At the same time, the Program Manager of the Society for the Conservation of Nature furthed informed the body that Rainforest Trust has contracted the society for the conversation of nature of Liberia to support planning and logistics. According to him, the Kunming -Montreal Global Biodiversity Frame Work represents a global commitment to have and reverse biodiversity loss, and it calls for the protection of at least thirty percent of Liberia’s land marine areas by the year 2030. He stated that such ambitious target is not just a goal; it is a necessity for the sustainability of Liberia’s ecosystems, its economies and the communities respectively. Mr. Taire acknowledged that Liberia is blessed and rich with biodiversity; something he said is integral to cultural heritage and economic development of the country. He emphasized further that the Forests, Wetlands and Coastal areas are home to countless species thus providing essential services to the people. Regrettably, he pointed out that these precious resources are under threats from various factors, including deforestation, climate change, and unsustainable land use practices. Taire stressed that the 30×30 initiative presents an opportunity to safeguard the natural heritage while promoting sustainable development for the Country. Meanwhile, the day- long technical working session was jointly organized by the Society for the Conservation of Nature and supporting partners. The National Budget Alteration Alarm: What Impact Does It Have on Public Expectation? GOVERNMENT’S FISCAL BUDGET draws public attention every year as spending ministries and agencies are often focused to know how allocated resources- finances and other utilities apportioned to them are effectively expended during a period under review. SINCE OUR SO-CALLED bloody civil unrest elapsed, followed by the first presumed post-war elections won by Charles G. Taylor in July 1997; arranged through a proportional representation system, public curiosity has continued to rouse on how tax payers’ monies are expended in the interest of the citizenry. BEFORE THEN THE governed did not have access to how Fiscal Budget is proffered and allocated, lest to mention the hearings conducted by the National Legislature, the direct representative of the people, to streamline those allocations placed in the national budget. WE BECAME ENTHUSED and excited when the House of Representatives blew alarm about the alteration of the 2024 National Budget as our curiosity widened with glee to see perpetrators exposed and publicly made shame of the suspected vampirism to cunningly accrue wealth against national interest. ON THE AVERAGE, Liberians have followed the trends of work of investigative committees from both the House of Representatives and the Senate when the former discovered that indeed, the budget was altered but failed to actually reveal those responsible, while the latter asserted and linked the Ministry of Finance and Development Planning to the alteration. IN OUR MIND, what the public is interested in is not any blame game but getting to the crux of the financial misdeed and ridiculing those responsible for the discovered well calculated corruption. MOREOVER, WE SENSE high level of ambiguity in the process, when both the Executive and Legislative Branches whose inputs determine the final financial instrument for government’s periodic operations would choose to make claims and counter-claims of budget alteration, after passing and approving the very budget to enable ministries and agencies individually function their duties and responsibilities designated. Though we hail the move taken by the 55th National Legislature to expose economic vampires who nurture corruption in disguise, we still ponder with deep disappointment what impact does the alteration alarm have on the public expectation when the real masterminds of the budget tampering are not named, shamed and penalized.
