The Speaker of the 55th House of Representatives Richard Nagbe Koon on Saturday, May 16, presented his annual legislative district report covering the 2024, and 2025, to his constituents of Montserrado County District #11.
The event brought residents from the district together in large numbers.
Speaker Koon expressed profound appreciation to the people of District #11 for their continued trust, confidence, and overwhelming support throughout the years of service under review.
“Fellow citizens, I bring you warm greetings and extend my heartfelt appreciation to each of you for the trust, confidence, and support you continue to place in me. This district report for 2024/2025, is presented to you as an open account of how your mandate was carried forward in District 11 and at the national level during these truly defining years of service.”
Koon reflected on his elevation as Speaker of the 55th Legislature, which he described 2025 as a “historic year both for District #11, and for his personal journey in public service.”
The transition from serving solely as district representative to additionally assuming the national responsibility of speaker of the House, he said, “strengthened rather than weakened my commitment to the people of District #11.”
“Despite the demands of presiding over the national Legislature, I never lost sight of my roots or my primary obligation to my constituents. I carried your hopes, concerns, and aspirations with me into the chambers of the House, ensuring that your voices were heard even louder at the highest level of legislative leadership.”
Koon also noted that throughout the period under review, his service remained guided by lawmaking, representation and oversight.
On lawmaking, he highlighted his active participation in crafting and reviewing laws intended to improve governance, strengthen democracy, and advance national development.
He also underscored efforts to promote order, fairness, and institutional integrity within the Legislature.
On representation, Speaker Koon disclosed how he remained actively engaged with communities throughout District #11 by interacting with elders, youths, women groups, religious institutions, and vulnerable communities while also supporting various community-driven initiatives and social welfare interventions.
He further revealed that beyond his legislative duties, he made several personal interventions in education, healthcare, and community welfare in the district and on the national level.
Mr. Koon stressed the importance of legislative accountability and ensuring that public institutions remain responsive to the needs and expectations of the Liberian people.
“This report belongs to you. It tells the story of what we have done together during these enduring, but rewarding years; our progress, our struggles, and our shared determination to move District 11 forward.”
Koon expressed gratitude to residents for an overwhelming support and constructive engagement throughout the First Session of the 55th Legislature.
He particularly acknowledged the contributions and encouragement from elders, youths, women, the religious community, persons living with disabilities, at-risk youths, and members of the media.
