“Implement The Education Reform Act” -PTA Network Tells Gov’t

The President of the National PTA Network of Liberia (NAPTANOL), Mason Saweler, has admonished President Joseph N. Boakai to implement the ‘Education Reform Act of 2011’by reconstituting the appointment and tenure of County education officers. According to him, the failure of past governments to pressed for the full implementation of the Act, is one of the main reasons why the country education system is poorly managed, thus lacking standardized monitoring and policy.  Saweler, who is also a member of the National Education Board of Liberia, asserted that the 2011 Education Reform Act calls for the establishment of the National Education Advisory Board, County Education Advisory Board and other components of the sector, stating that quality education and conductive learning environment required the total involvement of all stakeholders for its full implementation. He made the assertion recently in Monrovia, while highlighting the full implementation of the Act, something which will empower local authorities in the smooth operation of the sector. According to the Act, the County Education Board shall be recruited and nominated by the County Education Officer (CEO) and the District Education Officer (DEO) and presented to the Minister of Education for appointment, and they shall serve for a period of four (4) years each. Accordingly, the current CEO’s and DEO’s have served for more than 12 to 18 years under passed governments respectively, and have served for 7 months under the current government, thus leaving them (CEO’s and DEO’s) single handedly managing the education system, something which is in clear violation of the Reform Act of 2011, stating that the President shall nominate and approve the appointment of the National Education Advisory Board and Chairperson. “For the forward match of the 2011 Act, we wholeheartedly thank the current government of President Joseph N. Boakai, for starting the process of appointing members of the National Education Advisory Board, but naming the Minister of Education as Chairperson is considered as conflict of interest,” he said. He noted that the PTA structure is a clear example of how the National Education Board should be structure, stating “the Principal is the head of the school system and also Chief Administrator of schools, while the parents are advisors to the institution.” “Mr. President, we strongly recommend that the County Education Board be appointed before the opening of school 2024-2025 academic year. For the sake of proper control and monitoring system, we also want to remind our Representatives and Senators from each County to ensure that the County Education Board is establish in their respective counties to avoid the CEOs and DEOs from poorly managing the education system and to review the selection of the CEOs and DEOs process by the Ministry of Education, which is in violation of the 2011 Reform Act. Mr. President, we strongly recommend that the Minister of Education should not be the Chairperson of the Education Advisory Board to avoid conflict of interest,” he said. Macpherson C.
