Tuesday, February 3 session of the House of Representatives was a scene of conflicting debates, thereby adjourning in chaos.

The situation, which became tense, followed a communication from Montserrado County Electoral District #5, Representative, Priscillia A. Cooper.

Rep. Cooper had requested the appearance of the Minister of Defense before the august body to provide details information regarding soldiers’ recent take-over at the 72nd abandoned military facilities.

Shortly following the reading of Rep. Cooper’s communication, the House erupted into heated exchanges, forcing Speaker Richard Nagbe Koon to adjourn the legislative session.

Some of the lawmakers expressed the fear that the Cooper’s communication would put them in trouble with the army, while others feel it was out of their horizon to question military authorities over their standing order that was reportedly issue by the Chief of Military Staff.

In her communication, Rep. Cooper requested plenary approval to invite Defense Ministry officials to provide details clarity on an escalating land dispute involving residents adjacent to the Camp Ramrod Military 72nd Barracks.

Rep. Cooper also informed her colleagues that residents on land near the barracks lawfully obtained the property through valid ownership documents. She said, “these residents are increasingly worried about possible eviction, and the uncertainty surrounding the legitimacy of their property claims.”

“Some of the residents have expressed concerns about their continued occupancy of lands near the barracks. They claimed to have acquired the land legally with proper documents,” Rep. Cooper said.

She said, the residents now fear being displaced, a situation that would create widespread anxiety in the affected communities.”

Rep. Cooper said, the situation has broader implications for social stability, peace, and the safeguarding of property rights, making it a matter deserving legislative scrutiny.

According to her, to summon Defense Minister to appear before Plenary would enable lawmakers to better understand the Ministry’s stance, including any evaluations, policies, or planned actions related to the contested lands.

The reading of the communication provoked strong opposing reactions on the floor, as legislators debated issues surrounding military land, national security, and the Legislature’s authority in matters involving defense facilities.

As the tensions escalated, and decorum deteriorated, Speaker Koon hurriedly adjourned the sitting ahead of schedule.

The sudden adjournment highlighted the seriousness of the matter, and exposed divisions within the House on how to reconcile national security concerns with citizens’ property rights.

Rep. Cooper argued that approving her request would enhance transparency, safeguard the interests of affected residents, and foster meaningful engagement between the Ministry of Defense and communities adjacent to the barracks.

The issue is expected to return for further consideration when the House reconvenes, with lawmakers anticipating renewed debate over whether the Defense Minister will be formally invited to address Plenary on the disputed land occupancy or not.
