FDA Ends 2-Day Training W/Shop

A two-day training workshop organized by the Forestry Development Authority (FDA) ended in Buchanan City, Grand Bassa County on Saturday, October 18, 2025.

The training, according to a release, was conducted to specifically enhance the capacities of the Human Resource staffers as it relates to civil service rules and regulations.

It was graced by some high-level personalities from the Civil Service Agency (CSA) headed by Darlington Smith, Director for Human Resource Division.

‎While making an insightful presentation, Mr. Smith recalled how in Liberia, there are only three commissions established by the legislature. They included National Elections Commission, General Auditing Commission, and the Civic Service Commission.

Smith said, the CSA was established to enhance and evaluate employee’s efficiency and effectiveness in the public sector.

He further noted that the CSA mission is to build the motivation, punctuality and monitor ministries and agencies’ day-to-day plans to ensure that they align with the Civil Service rules and regulations at any or all times.

‎‎Mr. Smith said for one to be eligible to work in government, that person must be 17 and above, noting that the CSA is the chief policy advisor to the president and the government.

He clarified that before one is employed in government at the level of civil service, one must have filled in the Personal Action Notice (PAN), an official instrument through which one is legitimately employed by the CSA.

‎He said all recruitment processes in the CSA shall be done through a merit-based process as the president is the only one who has the legal rights to hire and fire any civil servants.

‎The training workshop focused on employees’ capacity-building, warfare, processes covering the PAN, digital tracking of daily attendance and a concept analysis of CSA metric system.

‎Participants benefited from the education provided by the CSA official as it relates to what it takes to be an effective, and professional human resource personal.

‎‎ FDA Deputy Managing Director for Administration and Finance, Victor W. Kpaiseh, lauded the Human Resource Division for organizing such a training workshop, which he described as a “timely tool to sharpen the skills of staffers of such critical division.”

‎Mr. Kpaiseh said the need for more of such workshops, which would enhance employees’ reasoning and understanding power given the critical nature of the HR division.

‎Kpaiseh promised to brace the efforts of the HR division, which he said, remains one of the relevant tools of the FDA as far as the day-to-day supervision of employees is concerned.

He promised FDA continuous upholding the tradition of government ARREST agenda, adding: “FDA of yesterday is not the FDA of today.”

He also challenged the staff of the department to muster the courage to take their respective task seriously as he has plans to expand the office, and make it more vibrant for employees.

‎Mr. Kpaiseh meanwhile, appreciated the HR Manager Mrs. Angeline K. F. Yini, for creating and giving her staff the opportunity to excel, while encouraging her to continue exemplifying good culture of work ethics consistent with employees’ capacity and welfare.
