Dr. Nyan’s Leadership Proves ‘Financial Compliance’

The General Auditing Commission (GAC) said financial compliance at the National Public Health Institute of Liberia, or NPHIL significantly improved under the leadership of Dr. Dougbeh Chris Nyan as Director General.  The GAC has reported that NPHIL’s implementation of audit recommendations rose to 81 percent, up from 61 percent under the previous administration. The audit covered the period from August 20, 2024, to August 31, 2025, during Dr. Nyan’s tenure, which began on August 19, 2024. According to the Auditor General’s Annual Progress Report, NPHIL implemented 75 of 93 audit recommendations reviewed in the second phase of the nationwide audit follow-up exercise. Previously, only 40 of 66 recommendations were implemented. Auditor General P. Garswa Jackson said the audit follow-up is part of a national exercise involving 62 government institutions and is conducted under the GAC Act of 2014 and international auditing standards. The report showed that financial statement audits recorded a 79 percent implementation rate, while project audits achieved an 85 percent implementation rate. Overall, 69 percent of all recommendations were fully implemented, 24 percent partially implemented, and 7 percent are still being addressed. The GAC described the results as evidence of strong commitment by NPHIL to improving financial management and operational systems. Based on the findings, the GAC rated NPHIL as “Compliant – Light Green,” placing the institution in the “Significant Implementation” category.

The audit process included on-site monitoring, validation meetings, and reviews of documents to confirm corrective actions.

The report noted that while progress is encouraging, continued efforts are needed to close remaining gaps and ensure accountability in the use of public funds.

Under Dr. Nyan’s leadership, NPHIL has also strengthened its technical, research, disease surveillance, and administrative capacities.

The institute has gained international recognition, including designation by the Africa Centres for Disease Control and Prevention as a Regional Center of Excellence for National Public Health Institute Development.
