President Joseph Nyuma Boakai has honored the Director General of the Center for National Documents and Records Agency, D. Nelson Bearngar.
On Monday April 20, 2026, Boakai bestowed the honor on Bearngar for “successfully passing government’s Performance Management and Compliance Scorecard Assessment.”
Mr. Bearngar’s achievement marks a significant milestone for the Agency, also known as the National Archives, as it reflects strong institutional performance and adherence to national standards. In recognition of the accomplishment, President Boakai honored him.
The honor highlights Bearngar’s outstanding commitment to meeting and exceeding performance targets under the 2025 Performance Management and Compliance System.
The President also recognized the Center for National Documents and Records Agency for its “outstanding commitment to achieving performance targets under the 2025 performance management and compliance system.”
The Agency obtained an impressive score of 93.3 percent under the 2025 Performance Management and Compliance System (PMCS) conducted by the Cabinet Secretariat of the Ministry of State for Presidential Affairs.
The recognition demonstrates the National Archives’ commitment towards the successful implementation of the PMCS. The Performance Management and Compliance System is a national accountability framework the President launched in October, 2024.
Bearngar’s leadership continues to inspire progress within the agency and contributes to the broader national development agenda.
The system was introduced to improve transparency, strengthen accountability, and enhance public service delivery across government ministries, agencies, and commissions.
The system emphasizes results-based management and includes potential sanctions for institutions that fail to meet performance targets.
It demonstrated strong leadership engagement and effective teamwork throughout the evaluation period. It also recorded 100 percent compliance with standards related to timeliness, cost, and service availability for three key services: the issuance of marriage certificates, legal instruments, and certified copies of official documents.
In addition, the Agency exceeded its revenue generation target, reaching 101.77 percent of its projected goal. The recognition places the Agency among government institutions demonstrating efficiency, accountability, and dedication to public service delivery.
