The Liberian Lawmakers were parts of the conclusion of the 85th Session of the Executive Committee of the African Parliamentary Union (APU) held in Dakar, Senegal, on June 3–4, 2026.
At the close of the session, African legislators unanimously adopted a strong statement that condemned the resurgence of violence against migrants in various parts of Africa.
The delegates reaffirmed the continent’s commitment to unity, solidarity and human dignity.
The declaration expressed deep concern over increasing incidents of violence, discrimination, stigmatization, and hate speech directed at migrants and foreign nationals.
Delegates noted that such acts not only harm victims and their families, but also undermine African unity, economic development and regional stability.
The parliamentarians recalled Africa’s longstanding traditions of hospitality, peaceful coexistence, and solidarity among peoples.
They meanwhile, reaffirmed their commitment to the principles of the African Union, the African Charter on Human and Peoples’ Rights, and international instruments that protect migrants and uphold human dignity.
The statement said violence against migrants is often fueled by unemployment, poverty, social inequalities, political manipulation, extremist rhetoric, and the absence of effective social and economic integration policies.
It also warned against identity-based rhetoric and disinformation campaigns that promote division, fear, and hatred among African communities.
As part of the declaration, African parliaments were encouraged to strengthen policies to protect migrants and foreign communities, enforce laws against violence and hate speech, promote civic education and the ideals of Pan-Africanism, and develop inclusive economic policies to reduce unemployment and social exclusion, particularly among young people.
The declaration further called on African governments to adopt stronger legislation protecting migrants and human rights, prevent all forms of discrimination, and promote intercultural dialogue, social cohesion, and harmonious coexistence among peoples.
