AFL Conducts Civilian-Military Operations

A high powered delegation from the Armed Forces of Liberia (AFL), led by

Colonel Joseph Tamba Gayflor, has arrived in Grand Cape Mount County with the aim of conducting a

Civilian-Military Operations for the next two weeks, the Liberia News Agency has reported.

Civil-Military Operation or Cooperation involves military commanders establishing connections with civilian agencies in operational theaters. It activities are coordinated through the “G9” staff branch in divisional or other headquarters. In larger joint headquarters, this department is designated as “J9.”

J9 or G9 is a military staff branch that coordinates Civil-Military Cooperation. J9 provides the civil-military interface, including negotiation of coordination and support arrangements and agreements, coordination of civil-military support, and co-ordination with national civil emergency planning.

In his briefing to county officials on March 27, 2025, in Sinje Town, Grand Cape County, Colonel Joseph

Tamba Gayflor said the visit aims to foster engagement with the locals through interactive sessions.

According to Col. Gayglor, over the next two weeks, the team will visit various towns and villages within the county.

Following their stay, the soldiers will subsequently proceed to Bomi and Gbarpolu counties where they will carry out similar operations.

Gayflor reassured residents that the presence of the soldiers was for community engagement.

He then urged the locals to remain calm during the operations.

Earlier, the county Assistant Superintendent for Fiscal Affairs, Andrew Samuel Massaley, welcomed the AFL delegation and pledged the county leadership’s full support.

Massaley meanwhile encouraged citizens to cooperate with the army by providing all the necessary information regarding potential security threats.

“I am calling on the citizens to not panic, because of the presence of the military personnel in our community,” he told the citizens, adding “If you have food, please share some with our brothers and sisters in arms who are currently in the county with us.”
