2026 SONA Hiccups:

The Koon Imbroglio

It all came to past finally in 2025 that Montserrado County Electoral District Eleven Representative Richard Nagbe Koon took the House of Representatives’ speakership, though not on an easy ride. From the governing Unity Party, of which he is a stalwart, Koon is called the Regime Speaker.

Back Door Influence

No secret, the leadership tussle that dragged the House of Representatives into public disrepute appeared to have exposed the Executive Branch of government of being influential behind the scene to ensuring the removal of Grand Kru Representative J. Fonati Koffa as speaker and all statutory committees’ chairs and other key associates.

The Fight

Koffa, a seasoned lawyer, did not allow his removal fight to escape a legal battle to the extent that the Supreme Court of Liberia ensured that the rule of law was upheld, even though political ramifications seemed to have made ‘might right’ at last.

In The Hot Seat

Currently, Koon presides over a seventy-three member House of Representatives; conducting legislative affairs amid criticisms against his leadership style which opposition lawmakers claim is dictatorial.

Close to the end of 2025, Speaker Koon slipped from anticipated norms of leadership when he reportedly threatened to jail legislative reporters simply because at a function in chamber where he was in some sort of chats with some colleagues; when a session could not be held due to lack of a quorum to conduct legislative business, an audio from a reporter captured their conversation to the annoyance of the speaker.

Subsequently, critics descended on the Speaker in direct repulsion to the threat attributed to him against reporters and he swiftly made public apology, clarifying that it was a joke to bring the reporters closer to him.

The Marriage Fiasco

Already under the spotlight of some of his legislative colleagues for not exerting power appropriately, Speaker Koon seems to have an imbroglio emanating from a lady who claimed to be his wedded wife seeking divorce through the court. Madam Cecelia Koon appeared on Spoon Talk prior to the New Year when she made the claimed against Speaker Koon.

Though Cecelia has pushed for a divorce, providing what appears to be convincing pieces of information related to her claim to prove that she and Speaker Koon had lived together in Delaware, United States of America as husband and wife, she has been termed as a sister of the Speaker but has vehemently refuted the incest claim.

Yet, mixed reactions have also ensued, some seemingly backing Cecelia while others lean on Speaker Koon’s side but the development itself apparently points to the exposure of Liberians who desperately seek opportunities to travel to United States for greener pastures.

While Cecelia sharply denies being Koon’s sister, displaying documents to back their marital status, her critics have argued that many Liberians, both men and women; have often been in the habit of being spouses or couples in order to obtain US residence permits to live there.

The Issue Of Public Trust

Political commentators have also surmised that the alleged marriage fiasco reflects a blemish image building of a high profile official of government whose role in governance requires moral uprightness to demonstrate public trust anticipated of a statesman.

Defending Koon

However, Koon’s loyalists have termed Cecelia’s marital claim as being politically motivated as some have pointed accusing fingers at former Speaker Koffa and his allies to call for the removal of Speaker Koon, Deputy Speaker Thomas Fallah and House’s Chair on Ways, Means and Finance Committee, James Kolleh of Bong County.

Koon’s loyalists’ claim have come in the wake of recent meeting reportedly held in the premises of Police Academy in Paynesville by over 20 representatives, aimed at planning to remove Speaker Koon, Deputy Speaker Fallah and Ways, Means and Finance Chair Kolleh due to lack of transparency, accountability and proper leadership posture in running the affairs of the House of Representatives. These were said to be the same bases that harnessed the removal of former Speaker Koffa and statutory committees’ chairs and associates under his leadership at the time.

Fallah Fights For Koon 

However, in debunking the reported plan to remove them, Deputy Speaker Fallah has publicly affirmed that Speaker Koon enjoys the full confidence of himself and his legislative colleagues, dismissing reports of an alleged plot to remove the Speaker and Deputy Speaker as false and misleading.

Though Deputy Speaker Fallah said while challenges may exist within the Legislature, there is absolutely no resolution or plan to remove either the Speaker or the Deputy Speaker. He described such reports as misinformation intended to mislead the public.

Fallah made the clarification on Monday (January 5) when he appeared on the ELBC “Super Morning Show,” where he acknowledged challenges facing the Legislature, including issues related to salary payments, but called for patience, understanding, and collective responsibility among lawmakers.

He emphasized that Speaker Koon continues to enjoy the confidence and I support of the House, noting that any claims suggesting otherwise are untrue.

The SONA Hiccup

President Joseph Nyuma Boakai is expected to give his second State of the Nation Address (SONA) this January at the Joint Chamber of the 55th National Legislature on Capitol Hill. The conduct of  SONA is presided over by the House Speaker as head of the Legislature who performs such sacred constitutional duty.

However, there seems to be an opposition to Speaker Koon presiding over the conduct of the SONA, evidenced by a call by Bong County Representative Marvin Cole that the Speaker should recues himself from the speakership until he is vindicated from the presumed incest claim.

Representative Cole was a guest on Spoon Talk recently, when he also called on members of the Senate not to allow Speaker Koon preside over the SONA while his alleged incest claim is yet to be proven wrong or right.

According to him, the accusation against the Speaker is grave and undermines the image and integrity of not only the National Legislature alone but the country in general,  emphasizing that the honorable thing the Speaker needs to do is to clear his name  from what is being levied against him by a woman presumed to be his sister.

Though Representative Cole said he does not intend to boycott the SONA, there are reports that some lawmakers are planning to stay away from the event in protest to the speaker’s embarrassing situation and by extension the attempt would likely indicate the concerned lawmakers cold-shouldering the President’s Annual Address.

High Confidence

However, with what appears to be an explicit confidence President Boakai and Vice President Jeremiah Kpan Koung have in Speaker Koon on the basis of Unity Party’s legislative agenda, it remains uncertain any major impact the current disenchantment of some lawmakers may cause the Executive to bow to pressure.
